The questions from “Efir” TV channel viewers within the context of direct link have been answered today by President of Tatarstan Rustam Minnikhanov.

«This year there were many events of various angle, positive and negative, a big tragedy occurred, there were big successes», - Rustam Minnikhanov said.

By his words, main economic success of the outgoing year – startup of industrial operation of a new oil refinery JSC «TANECO», obtaining of all necessary licenses and further work on deepening and widening the complex.

Rustam Minnikhanov at the request of anchor Aleksei Kuleshov commented on situation developed after elections of the deputies to RF State Duma. All over the country there were protests, there were meetings in Kazan also. «

What is your attitude to these events?» - asked the anchorman.

«Political activity during holding elections is growing, - Rustam Minnikhanov said. – It is clear that one may in different way show his attitude but it should be remembered that this is free will expression of our citizens.

And we treat this correctly, to draw correct conclusions.

The only thing I want to say, - all must be in civilized way for people could express their relation to these or those processes, attitude to power.

And there should be no such situations like «Arabic spring».

It is important that those who take advantage of such conditions could not «misbalance the situation».

But in principle, people went out and speak about the problems – these problems exist and we should listen to them».

The next call came from chairman of the republican council of public organizations of veterans - pensioners Habir Ishtiryakov.

He informed that recent RT Government resolution limited the privileges of pensioners for travel in public city transport.

From now on the privilegees will be compensated only 30 travels on transport per month.

The republican council of veterans receives a storm of calls regarding this point and the veteran asked Rustam Minnikhanov: who introduced these limitations, of which suffer, first of all, the veteran activists, people with active civil position?

«The question is not easy one and it is difficult for me to answer, - Rustam Minnikhanov said. – We have big problems with company-transporters.

As a rule, these are commercial structures».

Rustam Minnikhanov reminded that earlier decision on privileged travel was adopted in the context of benefits monetization.

For today 16,5% of citizens use single benefit travel ticket.

In doing so the tariffs in towns of the republic differ and the gap between tariff for travel and standard for transportation of benefit holders is compensated from the budget.

«Two years we have been holding the situation, fighting with transporters, - Rustam Minnikhanov. – Then one third of them have gone bankrupt. Condition of transport vehicles in the cities is pitiable, driver’s staff not always is qualified and this is a threat to passengers safety».

By words of President , «the privileges can not be limitless and this should be remembered». He stressed that this question is for discussing in RT Government. For privileged categories of citizens who quite much use public transport, the budget pays.

«Besides, we direct for EDV (lump-sum money payments) about 3 bln. rub., 335 mln. rub. we direct to the transport companies for compensating expenses on transportation of privilegees, - Rustam Minnikhanov stated. – but even this sum does not cover all expenses .

We are looking for the possibility and in close time, a certain category of citizens who sharply in need, will receive the possibility for certain number of travels.

I would like to repeat once more – these are very expensive benefits, I request to show understanding. We cannot further in such a way at the cost of transport companies to realize this privilege».

Next call was about the problem of accessible environment for the disabled citizens Inna Krumm expressed hope that in 2012 the program «Accessible environment» would be continued.

«Critics and remarks regarding this issue absolutely right, - Rustam Minnikhanov said. – All the latest requirements to designing apartment houses, public places, sports facilities are being created to provide full access for all citizens including for the disabled.

We have accepted the program «Accessible environment», planned until year 2015. Besides, this year Tatarstan has become the first in Russia a pilot region for holding large scale works on creating accessible environment and elaboration of relevant innovative methods, part of expenses to be covered by federal budget, another part is taken by the republican one, in total 700 mln. rub.

Rustam Minnikhanov assured that the works under the program “Accessible environment” are in a full swing.

Student Valeri called the studio and raised the question on job placement of the graduates of the republican program “Algarysh” in the context of which the specialists and students from Tatarstan pass training and retraining in Russia’s and abroad universities. By his words, the students who had learned under this program appeared to be unclaimed in the republic and left for Moscow or remained in those countries where they passed education.

«The “Algaraysh “ program has been effective in the republic for already 6 years , - Rustam Minnikhanov said. – We already have the results, education in different universities – leading foreign and Russian educational centers – passed about 2 ths. people. And it appeared that about 10% of trained specialists are not claimed at the market. Unfortunately, it is so».

By words of Rustam Minnikhanov, today it is necessary to prepare specialists under targeted order from the enterprises. «In general, such specialists are in demand, - he stated. – But we have missed something, and this is our drawback».

We must optimize our work, to raise its efficiency. Today about 25 ths. people in the republic are working within the project «Electronic Tatarstan», which had been launched in 2006, use electronic documents flow.

One needs to retrain people for this, to complete all equipment.

Today I work myself during the day in Internet, receive information, respond letters and give instructions. «Electronic Tatarstan» is working.

Rustam Minnikhanov reminded that today Tatarstan – one of the leading regions in Russia on implementation and use of e-services. The republic renders 1 mln. e-services per month. In general, all technical novelties which raise efficiency of state bodies work and provide its transparency must be called for, Rustam Minnikhanov said.

Then President was asked, whether it seems to him that rights of Russians are prejudiced in the republic that Russian culture is paid minimum attention?

«We must equally attentively refer to all languages and to all religions, - RT President stated. – Namely in this the stability and value of our republic is laid. We should work in peace and accord».

Regarding staff selection here in the first place should be business properties of a man, Rustam Minnikhanov said and it is absolutely wrong to say that we have no Russians in our leadership. Recently, some staff changes have been made in three municipal regions and the of two municipality heads are Russians.

«I cannot not agree that Russian language is studied poorly, -Rustam Minnikhanov continued. – Today we must know well Russian, English and Tatar and this may be considered competitive advantage of the man who lives in Tatarstan.

Regarding relation to Russian culture, RT President reminded that today restoration works on island-town Sviyazhsk where a lot of historical monuments spaced are under way.

Recently, the works finished on repair and restoration of the Complex of buildings of Kazan eparchy management. Besides, there are 300 Russian folk collectives in Tatarstan, Rustam Minnikhanov informed.

He also promised that in close days the works are to be over on reconstruction of Russian drama theatre. This work is under way today and next year we plan capital investments, RT President mentioned, we hoped that some amount would be channeled by the federal budget but so far it is failed .

Murat Sirazin, a farmer from Verkhne-Uslonsky region, got interested how individual farms to be supported by the state.

«Today a lot of attention, forces and funds we allocate to backing individual farms, - RT President said. – We are building the largest in Russia agro-industrial park for the farmers.

It is being constructed specifically in order the farmers, avoiding middlemen, could trade their own products, to provide citizens with fresh output».

It is supposed that lab conclusions for trading by agricultural products will be issued at minimum price.

I can assure you that next year we have construction of agro-industrial park completed, Rustam Minnikhanov said, and I think the agro entrepreneurs especially from vicinity region will have their grounds for trading their own produce.

The anchor of direct link mentioned that one of the most global projects of 2011 is the program «Belekyach» in part of provision children over 3 year old with places in kindergartens. But the teachers began to think over what schools children will go, what is their condition, especially in villages?

«Really, today, a child without going to kindergarten appears to be not ready for the school, - Rustam Minnikhanov said. – The curriculums are so saturated and complex that some skills a child should receive in kindergarten.

Construction of new kindergartens, returning some objects to the system of education enables us to solve the task of provision kindergartens with places from three years.

Our next program – repair of schools. Yes , we build up beautiful schools but the main part of buildings is not in the best condition. I think that the environment in which a child is placed should be comfortable enough».

By words of Rustam Minnikhanov, for a while the program of school repairing includes about 780 general secondary institutions.

The program is assumed to be realized for three years, it is estimated in amount of about 6 bln. rub. «Of course, we will not settle all the problems of school, - pointed out President. – So far, we have started with those schools which have been operating already for 30 years».

One of the viewers asked RT President will he take part in auto races in next sport season and has he enough time for this?

«Time, certainly, is a big problem, - Rustam Minnikhanov answered. – Nevertheless, presence of track in the republic for rally-cross and highway-ring route enables me to participate in competitions. I hope that next season I will have such a possibility».

Further, Rustam Minnikhanov commented the situation with redistribution of powers between federal center and federation subjects.
