Rustam Minnikhanov at a meeting of Volga Region Office of Federal Service for Environmental, Technological and Nuclear Supervision: Tatarstan is a developed industrial region with a high level of man-made load

On March 20, speaking at an extended meeting on results of work of enterprises and organizations supervised by the Volga Region Office of the Federal Service for Environmental, Technological and Nuclear Supervision (Rostechnadzor) on ensuring industrial and energy safety in 2016 and setting tasks for 2017, Tatarstan President Rustam Minnikhanov said that Tatarstan is a developed industrial region with a high level of man-made load.

Head of the Federal Service for Environmental, Technological, and Nuclear Supervision Alexei Aleshin, Deputy Head of Federal Service for Environmental, Technological, and Nuclear Supervision and other officials took part in the meeting.

Head of the Volga Region Office of the Rostechnadzor Boris Petrov made a keynote report at the meeting.

The meeting discussed pressing issues and exchanged information on current regulatory trends in the field of industrial and energy safety, the introduction of new methods of control, including a risk-oriented approach and establishment of a system for remote monitoring of technological processes at hazardous production facilities.

Accidents and injuries, in particular fatalities, that occur at hazardous production facilities regulated by the Volga Region Office of Federal Service for Environmental, Technological and Nuclear Supervision (TAIF Oil Refinery, Kazan State Powder Mill, Cheboksary Hydro-Electric Power Plant and others), and the implementation of the policy to prevent such accidents are one of the most important and urgent problems for today.

The meeting also considered improving the reliability and safety of electric power systems and power facilities and other topical issues. 

Speaking at the meeting, Tatarstan President noted that the required level of state control and supervision was provided at the facilities supervised by the Volga Region Office of the Rostechnadzor in 2016. The Office did a big job to provide the required level of industrial safety. Nevertheless, 17 accidents and 16 injuries, including fatalities occurred at the supervised sites in 2016, he said. 

Rustam Minnikhanov drew attention of all heads of enterprises to the increased number of accidents at oil, petrochemical and chemical facilities. The reasons are the same year after year, he said. They include an inadequate control over compliance with industrial safety requirements, unsatisfactory organization of work, non-compliance with rules of work regulations by the staff.

"It is necessary to carefully analyze each accident with the prosecutor's office of the republic, strengthen supervision over the production control departments to exclude such cases in the future," Rustam Minnikhanov said.
