President of Tatarstan Rustam Minnikhanov takes part in opening of kindergarten “Belekech”

The first kindergarten № 48 “Belekech” built within the framework of republican program “Belekech” has opened in Kazan. RT President Rustam Minnikhanov, Mayor of Kazan Ilsur Metshin, RT Minister of education and science Albert Gilmutdinov and other officials took part in the opening ceremony.
Ilsur Metshin noted in his welcoming speech that opening of new kindergarten by presidential program “Belekech” is a great holiday for city dwellers. He reminded that due to presidential program “Belekech” Kazan will have 23 new kindergartens. 2800 children waited for opening new kindergartens only in Azino district. 10 new pre-school institutions will be opened here due to “Belekech” program.
“I would like to express words of gratitude addressed to Rustam Minnikhanov. It was the priority problem for new microdistricts. Due to the President’s decision children over three years will have places in kindergartens, - by and large, 5,5 thousand children”, - Ilsur Metshin said.
President of Tatarstan was met by stormy applause of grateful parents. “We do not have anything more important than children. Since three years they should attend kindergarten to obtain skills they will need at school. We realize that it helps to develop competitiveness of our children. Realization of this program is very essential for us, I am happy as well and I congratulate you on this holiday!”, - Head of republic said addressing parents of the children.
Rustam Minnikhanov noted that “Belekech” program had successfully started, and it was mostly realized in republic. RT President granted certificate for purchasing necessary equipment to the new kindergarten.
The Head of kindergarten “Belekech” Tatiana Khuziakhmetova told in the interview that their pre-school institution will work by program “Community”. “The program is being implemented in 19 countries of the world, in Kazan it is realized in four kindergartens only. It is aimed to development of competitive personality of a child. We will work individually with each child. Sport and health-improving work will be the main activities”, - Tatiana Khuziakhmetova informed.
Municipal budget pre-school educational institution “Kindergarten № 48 of combined type” for 120 places is located in Sovetsky district of Kazan city (Glushko str., 11a). The construction began in March 2011. Total area of the building is 2 369,93 m².
There are six group premises with bedrooms, sport and music halls, Tatar class, logopedic room, medical unit, kitchen, laundry, vegetable store, and storerooms. Subject development environment for organization of educational process is created in the kindergarten.
The main purpose of educational process is protection and strengthening of physical and mental health of children, intellectual and personal enhancement, care for emotional wellbeing of each child, interaction with family to ensure complete development of children.
Additional educational services are to be organized at the institution: study group “English for kids”, “Pre-school preparation”, study group “Domisolka”, section “Sport health-improving gymnastics Wushu”, organization of groups for short-term staying: adaptation, Saturday, school of early development “Malyshok” (for children aged 1-3 years), service of teacher – logopedist for children who do not attend kindergarten.
The republican program “Belekech” implies construction and major repair of 145 pre-school educational institutions in 2011.
On 27 March, speaking at a ceremonial event dedicated to celebrations of the Day of Russian National Guard held at the Kazan City Hall with participation of the Chief of the Office of the Staff of the Rais of the republic Asgat Safarov, heads of law-enforcement bodies of the republic and veterans and employees of the territorial Directorate of the National Guard, Tatarstan Prime Minister Aleksey Pesoshin said that the Russian National Guard Directorate for the republic Republic of Tatarstan is traditionally acknowledged as one of the best in the country.
On 26 March Tatarstan Prime Minister Aleksey Pesoshin took part in a meeting of the Council by the Russian Presidential Envoy in the Volga Federal District dedicated to rural demographic policy held by the Russian Presidential Envoy in the District Igor Komarov in Nizhniy Novgorod with participation of heads of federal ministries concerned, representatives of the Federal Assembly and heads of federal entities of the Volga Federal District. The participants of the meeting discussed such topics as the demographic situation, implementation of federal programmes and the best regional practices, and the results of the meeting will be used for preparing comprehensive solutions of such tasks set by Russian President Vladimir Putin as preservation of the population, strengthening health, raising prosperity of people and supporting families.
On 24 March, speaking at a briefing on achievements of preventive medicine last year and plans for 2026 held in the Government House of the republic, representatives of Tatarstan Healthcare Ministry said that medical check-ups are proving their effectiveness in preserving the health and lives of residents of the republic.
Thus the regional Healthcare Minister Almir Abashev informed: “Over the past five years, a clear course has been set to ensure that preventative medicine in the country gains momentum. Starting from 2022 the number of people who should have their medical check-ups in this or that year is growing. We are facing a task of covering more than 70 per cent of elderly people with check-ups by 2030.”
On March 10, the third meeting of the organizing committee on preparation and holding of the 20th anniversary Russian Venture Forum 2026 to be held in Kazan from April 8 to 10, chaired by Russian Minister of Science and Higher Education Valery Falkov and with participation of Tatarstan Prime Minister of the Republic of Tatarstan and co-chair of the forum’s organizing committee Aleksey Pesoshin, President of the Academy of Sciences of Tatarstan Rifkat Minnikhanov, Director of the Investment and Venture Fund of Tatarstan Damir Galiev as well as representatives of federal and regional authorities, development institutions and partner organizations via videoconference, took place.
