Rustam Minnikhanov: we see activity on executing the consolidated budget as satisfactory

For 9 months of 2011 tax and non-tax incomings of the consolidated budget made 98,2 bln roubles. Taking into account federal funds incomings totally made 138,7 bln roubles. Such data was presented at a republican meeting of financial, treasury and tax bodies on results of execution of the consolidated budget for 9 months of 2011 and tasks till the end of 2011.
The meeting was held in the House of RT Government by the President Rustam Minnikhanov.
“At large by results of 9 months we assess activity on executing the consolidated budget as satisfactory. Our main expenditure commitments were fulfilled in time without any delays”, Rustam Minnikhanov stated. By his words, in a crisis period loans were attracted to bridge a cash gap in the budget and preparation for Universiade.
“It considerably encumbers our consolidated budget ad I address the municipalities again to ask for loans carefully only by agreement with the finance ministry. The tangible debt load is being observed now and any risk undertakings may disbalance the system”, the Tatarstan President said.
The priorities in budget execution are still fulfillment of the federal law №83 “on making alterations in certain legislative acts of the Russian Federation in the context of improving legal status of government (public) institutions”, and collection of funds for state housing fund. Rustam Minnikhanov emphasized though the greater part of these funds is invested in Kazan, it does not fulfill the plan in full.
According to the Tatarstan finance minister Radik Gaizatullin for 9 months of 2011 tax and non-tax incomings of the consolidated budget have made 98,2 bln roubles (81 % of the annual plan). Taking into account federal funds incomings totally made 138,7 bln roubles. Tatarstan is the leading region in Volga federal district by incomings of the consolidated budget and average income per capita, the finance minister informed.
The incomings received for 9 months let paying salaries increased before September 1 at government and municipal institutions, pay for communal services, and ensure other primary and socially significant expenses of republican and local budgets.
Together with solving tasks upon current budget execution it is meant to accept the budget for 2012 and planned period of 2013 and 2014. The draft budget of the Tatarstan Republic for 2012-2014 was put forward by the President for RT State Council on December 29.
Summing up, Rustam Minnikhanov put emphasis on efficiency of using state property. The President addressed to RT Minister of land and property relations Azat Khamaev with a request to analyze the order of property disposal procedure.
On 18 May ay the CIPR conference in Nizhniy Nogorod the Tatarstan Deputy Prime Minister Roman Shaykhutdinov, the Rector of the Innopolis University Aleksandr Gasnikpov and the Vice-rector of the University Yevgeny Bobrov will take part at round tables session of the conference.
Experts will discuss the role of Tatarstan and Innopolis as one of the key technological centers of the country and how regional innovative platforms help to solve tasks of the whole Russian industry. A special emphasis will be placed on the digital transformation of the oil and gas sector and how large clusters and scientific and technological centers are becoming drivers of industry change.
On 16 May, speaking at a meeting in the Government House of the republic held by the regional Prime Minister Aleksey Pesoshin with participation of the Rais (Head) of Tatarstan Rustam Minnikhanov and all municipalities taking part in it via videoconference, the Minister of Agriculture and Food of the republic Marat Zyabbarov reported that the sowing of spring crops is in full swing in the republic with 1m 38 thousand hectares or 61 per cent of the planned have been sown.
On May 14, on the sidelines of the XVII International Economic Forum “Russia-the Islamic World: KazanForum”, Tatarstan Prime Minister Aleksey Pesoshin and Head of the Federal Service for Accreditation Dmitry Volvach signed an agreement on interaction and cooperation in the development of the halal industry.
On May 14, Prime Minister of Tajikistan Kokhir Rasulzoda, who arrived on a working visit in Kazan to take part in the events of the XVII International Economic Forum “Russia-the Islamic World: KazanForum”, was met by Prime Minister of the republic Aleksey Pesoshin and other officials at the Kazan International Airport.
