The resource “Open Kazan” has been presented to PM of the Republic of Tatarstan Ildar Khalikov. The system was developed in Kazan and enables submitting requests for communal services on-line and controlling the process of their fulfillment. The Kazan mayor Ilsur Metshin attended the event.
“40 % of applications we receive concern housing and communal services. Half of them have to в with complaints for quality of services. These complaints are quite reasonable since citizens pay money for services. Therefore, we set up a task to improve quality of services rendered in the sphere of housing and communal sector. At the same time we had to make them as transparent as possible,” Ilsur Metshin marked.
The project “Open Kazan” has been developed by specialists of group of companies “FIX” and the Kazan Committee for housing and communal services during a year and a half.
Firstly work of electronic resource open.kzn.ru was tested in Moscow district of the city. Later the program was spread in other managing companies. Today “Open Kazan” is available in 7 big managing companies of the city.
Director of group of companies “FIX” Timur Khusnutdinov told about “Open Kazan” in details and demonstrated the system in operation.
6699 requests have now been received, 5854 of them fulfilled and closed. Control of requests, analysis of citizens’ complaints and work of managing companies are implemented by employees of the Committee for housing and communal services who have access to analytical component of the resource.
The resource provides a real opportunity of on-line payment for communal services using banking cards. Currently the system supports payments made with MasterCard, Visa and Tatfondbank cards. The charged fee of 0,95% is the lowest in Russia.
Another advantage of the project is that documents circulation of managing companies will soon be implemented in electronic format.
“We have long been studying similar systems, but this one really meets our needs. I express special gratitude to designers and people who made up technical requirements for work they have done. Now we have to carry out negotiations with the Kazan management regarding the opportunity to adopt this system throughout the republic,” Ildar Khalikov stated.

On 24 April in the Government House of the republic, Tatarstan Prime Minister Aleksey Pesoshin held a joint meeting the Council for Enforcement of Legislation of Languages of Tatarstan and the organizational committee for celebrations of the 140th birthday of Gabdulla Tukay which summarized results of work of the regional law enforcement on official languages of the republic and considered progress of the implementation of the plan of main events for preparation and celebration of the 140th birthday of Gabdulla Tukay .
On 21 April, speaking at a briefing in the Government House of the republic, the Head of the Russian Federal Tax Service for Tatarstan Marat Safiullin said that slightly more than one week is left to file an income tax return for 2025 with the tax service. According to the results of the tax campaign 5.5.bn rubles should come to the regional budget, he said and informed who should submit declarations and who is entitled to benefits.
