Rustam Minnikhanov presents Order of Merit for the Republic of Tatarstan to Leonid Smagin

President of Tatarstan Rustam Minnikhanov has presented the “Order of Merit for the Republic of Tatarstan” to a labour veteran, a distinguished geological engineer, one of the founders of the Tatarstan oil industry Leonid Smagin.
The Tatarstan State Counselor Mintimer Shaimiev and Chairman of the State Council Farid Mukhametshin congratulated him on the event.
Leonid Maksimovich Smagin is a Soviet politician, deputy of Supreme Soviet of the RSFSR of the 11th convocation. He started working as a geological engineer in Leninogorsk. In 1987 he was assigned Chairman of the State Committee for ferrous and nonferrous metal industry under the USSR Cabinet.
On October 23, just before his 80th anniversary, by the President’s Edict Leonid Smagin was awarded with the “Order of Merit for the Republic of Tatarstan” for a considerable contribution to development of Tatarstan’s oil and petrochemical industry, vigorous public and political activity. Today, the Tatarstan President personally presented the award to the veteran.
On 15 December, speaking at a meeting of the competition committee of the regional public competition “The Manager of the Year” about its results in 2025, Tatarstan Prime Minister Aleksey Pesoshin said that the list of 155 participants (nominees), who are heads of enterprises and organizations from various industries and sectors of the economy, for the competition was formed based on recommendations from regional ministries and departments, city and district municipalities, employers' associations and the Federation of Trade Unions of the republic.
On 6 December speaking at a regional meeting held by the Rais (Head) of Tatarstan Rustam Minnikhanov in the Government House of the republic with all municipalities taking part in it via videoconference, the regional Minister of Construction, Architecture and Housing Utilities Sector Marat Ayzatullin reported about progress in implementation of the of multi-apartment houses capital overhaul programme.
On 5 December, congratulating volunteers with the International Volunteers Day, Tatarstan Deputy Prime Minister Leyla Fazleeva wrote in her address: “
Your boundless kindness, sincere desire to help others and active civic position deserve special recognition and deep gratitude. There are over 5,000 volunteer associations operating successfully in Tatarstan, with a total membership of over 220,000 caring people of all ages and professions. Every year the contribution of volunteers into public life of the republic becomes more noticeable.
On 4 December Tatarstan Deputy Prime Minister Shamil Gafarov, who is the Chief of Staff of the Office of the Cabinet of Ministers of the republic, took part in a strategic session on the establishment of an inter-university campus in the republic being held at the Kazan Aircraft University on 4-6 December with participation of more than 100 people and more than 40 experts in politics, economy, science, education and industry from all over Russia.
