Rustam Minnikhanov: Work of Support Fund for the Reform of the Housing and Utilities Sector helped to stabilize financial situation in the industry and reduce level of energy consumption

Activity of the State Corporation – the Support Fund for the Reform of the Housing and Utilities Sector helped to stabilize financial situation in the industry, start modernization, reduce the level of energy consumption and introduce targeted support of low-income groups.
Such a statement was made by the Tatarstan President Rustam Minnikhanov at an extended session dedicated to results of activity of the State Corporation – the Support Fund for the Reform of the Housing and Utilities Sector in 2007-2012 and prospects for 2013-2015, and a final session of the RT Ministry of construction, architecture, housing and utilities sector.
The session was held by Director General of the State Corporation Konstantin Tsitsin at Grand Hotel in Kazan. Representatives of 74 federation subjects participated in the event. The session was broadcasted online.
Rustam Minnikhanov said that realisation of the program aimed at liquidation of dilapidated housing started in Tatarstan in 1996 and finished in 2005. 2.9 mln m² of housing were constructed for that period.
Realisation of the social mortgage program started in 2005. 73 thousand flats were built under the program for the period of 2005-2012.
The Tatarstan President noted that realization of the program would be continued. It is planned to build 383 thousand m² of housing under the social mortgage program in 2013. Overall amount of investments will make 13,7 bln roubles in 2013.
Rustam Minnikhanov said that capital repair of multi-apartment housing was the main the problem. He mentioned that in 2007 Vladimir Putin held a session in Kazan where Mintimer Shaimiev suggested establishing a special fund. The idea was supported.
By and large, 29 bln roubles were allocated for capital repair of multi-apartment houses in 2008 – 2012, 10 111 houses have been repaired.
Rustam Minnikhanov thanked for the decision to prolong work of the Support Fund for the Reform of the Housing and Utilities Sector till 2016.

In Kazan Sergey Lavrov will take part in a meeting of the Council of Ministers for Foreign Affairs of State-Participants of the Collective Security Treaty Organization (CSTO).
On 5 May, speaking at a regular meeting held by the Rais (Head) of Tatarstan Rustam Minnikhanov in the Government House of the republic with participation of the regional Prime Minister Aleksey Pesoshin and all municipalities taking part in it via videoconference, the Minister of Construction, Architecture and Housing Utilities Sector of the republic Marat Ayzatullin informed that currently 63 school catering units are under repairs with the amount of work completed reaching 15 per cent.
On May 26, speaking at a briefing in the Cabinet of Ministers of the republic held in a videoconference mode with participation of all municipal regions of Tatarstan and focused on events scheduled for June 1, International Children’s Day, as well as the implementation of the “Summer in Tatarstan” programme, Deputy Prime Minister of the republic Leyla Fazleeva appealed that parents should closely supervise their children during recreational activities near water in order to prevent accidents.
On 18 May ay the CIPR conference in Nizhniy Nogorod the Tatarstan Deputy Prime Minister Roman Shaykhutdinov, the Rector of the Innopolis University Aleksandr Gasnikpov and the Vice-rector of the University Yevgeny Bobrov will take part at round tables session of the conference.
Experts will discuss the role of Tatarstan and Innopolis as one of the key technological centers of the country and how regional innovative platforms help to solve tasks of the whole Russian industry. A special emphasis will be placed on the digital transformation of the oil and gas sector and how large clusters and scientific and technological centers are becoming drivers of industry change.
