Rustam Minnikhanov: “Tatarstan’s success depends on activity of municipalities”

President of Tatarstan Rustam Minnikhanov noted the important role of municipal authorities in development of Tatarstan speaking at the 7th congress of the Council of municipalities.
Tatarstan’s State Counselor Mintimer Shaimiev, Prime Minister Ildar Khalikov, Chairman of the RT State Council Farid Mukhametshin participated in the event.
Chairman of the Council of municipalities Minsagit Shakirov told about last year’s results of work. He focused on key tasks and unsolved problems of republican municipalities. Minsagit Shakirov said that some local programs, including reconstruction of hydraulic structures should be completed. Another urgent issue is maintenance of road network. Therefore, Minsagit Shakirov asked Rustam Minnikhanov to consider an opportunity of establishing the fund of leasing machinery to support regional and inter-municipal enterprises dealing with road maintenance.
Chairman of the Council of municipalities thanked Rustam Minnikhanov and Tatarstan Government for attention paid to needs of municipalities.
Mayor of Kazan Ilsur Metshin mentioned the necessity to provide lands granted to large families with infrastructure.
Delegates also raised problems of land relations, ecology, professional training of managing staff for municipalities.
Summing up the session, President of Tatarstan Rustam Minnikhanov said that the congress of the Council of municipalities had become a good traditional form of communication between municipal and republican authorities.
The RT President summarized annual results in economic, agriculture and social spheres. Rustam Minnikhanov assured heads of municipalities that realization of major programs aimed at construction of medical and obstetrical stations, village clubs, capital repair of schools, and the program “Clean water” would be continued.
Rustam Minnikhanov addressed heads of municipalities with request to pay special attention to prevention of religious extremism.
According to Rustam Minnikhanov, problems of housing and utilities sector are still acute for local authorities.
President of Tatarstan presented state awards to heads of republican municipalities.
On 15 December, speaking at a meeting of the competition committee of the regional public competition “The Manager of the Year” about its results in 2025, Tatarstan Prime Minister Aleksey Pesoshin said that the list of 155 participants (nominees), who are heads of enterprises and organizations from various industries and sectors of the economy, for the competition was formed based on recommendations from regional ministries and departments, city and district municipalities, employers' associations and the Federation of Trade Unions of the republic.
On 6 December speaking at a regional meeting held by the Rais (Head) of Tatarstan Rustam Minnikhanov in the Government House of the republic with all municipalities taking part in it via videoconference, the regional Minister of Construction, Architecture and Housing Utilities Sector Marat Ayzatullin reported about progress in implementation of the of multi-apartment houses capital overhaul programme.
On 5 December, congratulating volunteers with the International Volunteers Day, Tatarstan Deputy Prime Minister Leyla Fazleeva wrote in her address: “
Your boundless kindness, sincere desire to help others and active civic position deserve special recognition and deep gratitude. There are over 5,000 volunteer associations operating successfully in Tatarstan, with a total membership of over 220,000 caring people of all ages and professions. Every year the contribution of volunteers into public life of the republic becomes more noticeable.
On 4 December Tatarstan Deputy Prime Minister Shamil Gafarov, who is the Chief of Staff of the Office of the Cabinet of Ministers of the republic, took part in a strategic session on the establishment of an inter-university campus in the republic being held at the Kazan Aircraft University on 4-6 December with participation of more than 100 people and more than 40 experts in politics, economy, science, education and industry from all over Russia.
