Ildar Khalikov takes part in session of the Council under Plenipotentiary of RF President in Volga Federal District

Implementation of the demographic policy was discussed in Izhevsk at a session of the Council under Plenipotentiary of RF President in Volga Federal District on March 29. The session was held by Plenipotentiary of RF President in Volga Federal District Mikhail Babich. Acting President and Prime Minister of Tatarstan Ildar Khalikov participated in the event.
Mikhail Babich informed that for the period of 2007-2012 natural decline in the population has decreased from 123 thousand to 20 thousand people per year. Natural population increase was registered in half of regions within Volga Federal District. At the same time, negative demographic processes are observed in the district. First of all, it concerns ageing of population.
Though life expectancy is increasing, it is not compensated by increase in the number of newborn children. This, therefore, results in decrease in the share of working population.
Among social and economic problems Mikhail Babich pointed out housing and family poverty.
Plenipotentiary of RF President in Volga Federal District suggested considering the opportunity of introducing a single differentiated benefit that would allow for financial situation of a family, the number and age of children.
Mikhail Babich also focused on difficulty of combining woman’s family obligations with labour activity.
A good deal of orphanage problems should be solved. According to Mikhail Babich, a special board for state support of family, maternity and childhood will be established in the district in the nearest time, and several social projects will be implemented.
On 10 March, speaking at a briefing dedicated to the development of the national Max messenger in Tatarstan and held in the Government House of the republic with all municipalities taking part in it via videoconference, the Minister of Digitalization of Public Administration, Information Technologies and Communication of the republic Ilya Nachvin informed that according to the data of March 2026 about 1.5m residents of Tatarstan use domestic Max messenger.
On 5 February Tatarstan Prime Minister Aleksey Pesoshin took part in ceremony of awarding winners of the regional competition “The Woman of the Year. The Man of the Year: A Woman’s View” held at the Korston Leisure and Recreation Center in Kazan.
On 4 March at a briefing in the Government House of the republic Tatarstan Minister of Land and Property Relation Fanil Agliullin told about changes in land legislation enforced from 1 March of the current year. He said that they simplify a number of procedures for land plot owners including expanding the possibilities for land use and changing the rules for changing the category of a plot.
On 2 March in her address on the occasion of the Mentor’s Day, Tatarstan Deputy Prime Minister Leyla Fazleeva congratulated residents of the republic with the event and wrote: “Since 2025 this holiday established by Russian President Vladimir Putin has occupied a worthy place in the calendar of significant dates of our country, emphasizing the high status and significance of the mentoring mission.
