Rustam Minnikhanov: "We still have poor level of management"

At a session of Presidential Anti-corruption Council President of Tatarstan Rustam Minnikhanov said that all managers must be especially attentive towards expenditure of budgetary funds.
Rustam Minnikhanov continued that efficiency of preventive measures taken upon expenditure of budgetary funds and disposal of republican, municipal and federal property would be discussed at the session.
According to Tatarstan President, most violations are committed upon realization of special-purpose state programmes that are financed by budgets of all levels. This can be proved by results of inspections.
The analysis of performance of indicators used to estimate efficiency of work of state and municipal authorities does not show the real situation of efficient expenditure of budgetary funds. The same concerns distribution of funds meant for supporting entrepreneurship among short-lived companies.
A lot of funds are lost upon use of property and land, sometimes objects are sold without relevant documents. As a result, the sum of local budget debts by payments for land and property lease made 600 mln rubles by the beginning of the year.
President of Tatarstan continued that not all officials response to given requirements, there are cases when offenders are not brought to book at all.
On 10 March, speaking at a briefing dedicated to the development of the national Max messenger in Tatarstan and held in the Government House of the republic with all municipalities taking part in it via videoconference, the Minister of Digitalization of Public Administration, Information Technologies and Communication of the republic Ilya Nachvin informed that according to the data of March 2026 about 1.5m residents of Tatarstan use domestic Max messenger.
On 5 February Tatarstan Prime Minister Aleksey Pesoshin took part in ceremony of awarding winners of the regional competition “The Woman of the Year. The Man of the Year: A Woman’s View” held at the Korston Leisure and Recreation Center in Kazan.
On 4 March at a briefing in the Government House of the republic Tatarstan Minister of Land and Property Relation Fanil Agliullin told about changes in land legislation enforced from 1 March of the current year. He said that they simplify a number of procedures for land plot owners including expanding the possibilities for land use and changing the rules for changing the category of a plot.
On 2 March in her address on the occasion of the Mentor’s Day, Tatarstan Deputy Prime Minister Leyla Fazleeva congratulated residents of the republic with the event and wrote: “Since 2025 this holiday established by Russian President Vladimir Putin has occupied a worthy place in the calendar of significant dates of our country, emphasizing the high status and significance of the mentoring mission.
