Rustan Minnikhanov has given an errand to give an immediate response to all reports about aggressive behavior of stray dogs in public places

On 29 January Tatarstan President Rustam Minnikhanov held a videoconference with all municipalities of the republic on the situation with aggressive behavior of stray dogs and ways to solve this problem. Prime Minister of the republic Aleksey Pesoshin also took part in the meeting.

Speaking at the meeting Minnikhanov touched upon an issue of ensuring safety of residents and eliminating cases of stray dogs attacking people “We quite often say that people treat stray dogs badly but just look what happened to adults and children who were attacked by them. It is a nightmare! And many cases just do not reach mass media and it is those who are responsible for ensuring safety of people who should inform about it,” he said.

He continued that in 2021 there were 1447 complaints from residents about such attacks in social networks which was by 42% more than in the previous year and “those are the facts that were reflected in social media and many cases still stay unknown”.

Minnikhanov reminded about cases of stray dog attacks in the settlement of Osinovo in last April, in Naberezhnyye Chelny in May 2021 and the known cases in Agryz, Vysokaya Gora and Tukeyevskiy regions of the republic.

He continued saying that such cases continue to happen and “66 facts of negative information have been published by social media since 1 January of the current year” He said that after  the issue of regulating the number of stray dogs was discussed at a meeting of the Presidium of the Tatarstan Municipalities Council on 27January, he gave an errand to heads of municipalities to give a quick response to all reports of the aggressive behavior of stray dogs in public places and to exercise their authorities in treating the animals in full.

‘We also expect there will be changes adopted in the federal legislation as Zabaykalskiy region has already raised this question and it is supported by the Russian Investigations Committee,” Minnikhnov said. We should also support this initiative through our State Council and give an errand to representatives of the republic in the State Duma of Russia and the Federations Council”, he concluded.
