From September, 1, workers of budget sphere in 2 Tatarstan regions will get salary by new system.

From September, 1, 2008 in Naberezhnye Chelny and Sabinsky municipal district of Tatarstan the experiment on new system of labour payment in budget sphere will be realized. From January, 1, 2009 the program will be used all over republic. In Russia workers of budget sphere may see the results of new system from December, 1 of the current year.
Such information was presented today at briefing in RT Cabinet. It was devoted to new branch system of labour payment. RT Minister of Finance Radik Gayzatullin, Head of Ministry of Health of Tatarstan Airat Farrakhov, first Deputy Minister of Economy of Tatarstan – Director of the center of economic and social investigations under RT Cabinet Aleftina Kudryaftseva took part in meeting with journalists.
As Radik Gayzatullin informed in Tatarstan to carry the changes in labour payment system RT president made up his mind to increase the fund of labour payment for workers of budget sphere for 16 % that will demand additional financing (5 billion RUR) in 2009. In result, yearly fund of labour payment will make 40 billion RUR.
He also pointed out that in accordance with new system the fixed salary (without bonuses) can’t be lower than it’s paid today on the basis of single scale of charges.
Deputy Head of Executive committee – Head of finance management in Naberezhnye Chelny Brilliant Rizatdinova confirmed the Minister’s words. She told that now in Naberezhnye Chelny workers of budget sphere were divided into 4 ranks. After starting of new program the salary will vary from 4800 to 23-24 thousand RUR for Heads of institutions.
Also at briefing there was discussed the subjectivity of labour payment quality by the Head of institutions who will make a decision concerning the size of bonus payment. The participants of briefing assured that the criteria of quality assessment are thoroughly developed for each sphere.
Radik Gaizatullin emphasized that new labour payment system is oriented at stimulation of budget sphere workers for improving their work. The main task is to male the system more flexible and transparent so that the Heads can have more freedom in regulation of employees’ payment.
Summing up, Aleftina Kudryaftseva noted that the process will not be trouble-free because it occupies the whole budget sphere. But then the results will be positive.
On 5 May, speaking at a regular meeting held by the Rais (Head) of Tatarstan Rustam Minnikhanov in the Government House of the republic with participation of the regional Prime Minister Aleksey Pesoshin and all municipalities taking part in it via videoconference, the Minister of Construction, Architecture and Housing Utilities Sector of the republic Marat Ayzatullin informed that currently 63 school catering units are under repairs with the amount of work completed reaching 15 per cent.
On May 26, speaking at a briefing in the Cabinet of Ministers of the republic held in a videoconference mode with participation of all municipal regions of Tatarstan and focused on events scheduled for June 1, International Children’s Day, as well as the implementation of the “Summer in Tatarstan” programme, Deputy Prime Minister of the republic Leyla Fazleeva appealed that parents should closely supervise their children during recreational activities near water in order to prevent accidents.
On 18 May ay the CIPR conference in Nizhniy Nogorod the Tatarstan Deputy Prime Minister Roman Shaykhutdinov, the Rector of the Innopolis University Aleksandr Gasnikpov and the Vice-rector of the University Yevgeny Bobrov will take part at round tables session of the conference.
Experts will discuss the role of Tatarstan and Innopolis as one of the key technological centers of the country and how regional innovative platforms help to solve tasks of the whole Russian industry. A special emphasis will be placed on the digital transformation of the oil and gas sector and how large clusters and scientific and technological centers are becoming drivers of industry change.
On 16 May, speaking at a meeting in the Government House of the republic held by the regional Prime Minister Aleksey Pesoshin with participation of the Rais (Head) of Tatarstan Rustam Minnikhanov and all municipalities taking part in it via videoconference, the Minister of Agriculture and Food of the republic Marat Zyabbarov reported that the sowing of spring crops is in full swing in the republic with 1m 38 thousand hectares or 61 per cent of the planned have been sown.
