Aleksey Pesoshin takes part in a meeting of the District Advisory Board on local self-government development

On 17 March Tatarstan Prime Minister Aleksey Pesoshin and the Chairman of the State Council of the republic Farit Mukhametshin took part in  an expanded meeting of the District Advisory Board on local self-government development  held in Kazan by the Russian Presidential Envoy in Volga Federal District Igor Komarov with participation of the Head of the State Duma Committee on state construction and legislation Pavel Krashennikov, heads of legislation bodies of regions of the district and Deputy of the Envoy Igor Burenkov.

Participants of the meeting discussed improvement of local self-government legal basis in the united system of public authority and considered the issue of the law “On general principles of organization of local self-government in the united public authority” which passed its first reading in the Russian State Duma.

In his opening speech, Komarov said:” The result of a serious work done in development of the local government institute must be an improvement of organizational basis of local self-government and – most important - the real improvement of life of people. This version of self-government makes it possible to consolidate financial, organizational and staffing resources for solving local issues. It is very important to prevent estrangement of authorities from people. We should develop various kinds of self-directed participation of municipalities’ residents in solving local issues and facilitate local initiatives”.

He informed that a one level model of local self-government works in Udmurt republic and will be implemented in Chuvash republic, Perm and Nizhniy Novgorod regions in the current year.

Participants of the meeting expressed a number of proposals and some points concerning the draft law which will be included into the meeting’s proceedings decisions for further elaboration.
