Rustam Minnikhanov takes part in session of Council of Volga Federal District

On June 27 Tatarstan President Rustam Minnikhanov took part in the session held by Plenipotentiary of the Russian President in Volga Federal District Mikhail Babich, who summarized results of work on analysis and monitoring of problems of municipalities in Samara.
Opening the event, Mikhail Babich said that the issue had been discussed before. He continued that work of municipalities is regulated by the Federal Law No.131. A number of problems have been revealed during its practical realization. In particular, he mentioned insufficient resource potential, low fiscal capacity, undue inspections of control bodies, low level of labour payment.
A consulting council for developing local self-government was established to solve these problems. As a result of its work, 240 proposals have been prepared for federal legislative and executive authorities. Most of them are connected with housing and communal sector, and level of financial wellbeing.
Governor of Samara region Nikolay Merkushkin made keynote report on developing local self-government in regions within Volga Federal District. He believes that the problem of low fiscal capacity can be solved by carrying out active investment policy at municipal level. Therefore, a proper legal framework should be created to support investors.
Another form of regions’ investment development is attraction of private investments within the framework of municipal-private partnership. Granting subsidies to municipalities if they achieve indicative rates of social-economic development can have a positive effect on financial situation.
Another urgent issue is disposal of agricultural land plots by municipalities. Local authorities often face problems with preparation of parcel plans and cadastral work.
Improvement of road-transport infrastructure is also a very important issue for all regions. The Governor suggested changing criteria for selecting construction objects in rural areas.

On May 26, speaking at a briefing in the Cabinet of Ministers of the republic held in a videoconference mode with participation of all municipal regions of Tatarstan and focused on events scheduled for June 1, International Children’s Day, as well as the implementation of the “Summer in Tatarstan” programme, Deputy Prime Minister of the republic Leyla Fazleeva appealed that parents should closely supervise their children during recreational activities near water in order to prevent accidents.
On 18 May ay the CIPR conference in Nizhniy Nogorod the Tatarstan Deputy Prime Minister Roman Shaykhutdinov, the Rector of the Innopolis University Aleksandr Gasnikpov and the Vice-rector of the University Yevgeny Bobrov will take part at round tables session of the conference.
Experts will discuss the role of Tatarstan and Innopolis as one of the key technological centers of the country and how regional innovative platforms help to solve tasks of the whole Russian industry. A special emphasis will be placed on the digital transformation of the oil and gas sector and how large clusters and scientific and technological centers are becoming drivers of industry change.
On 16 May, speaking at a meeting in the Government House of the republic held by the regional Prime Minister Aleksey Pesoshin with participation of the Rais (Head) of Tatarstan Rustam Minnikhanov and all municipalities taking part in it via videoconference, the Minister of Agriculture and Food of the republic Marat Zyabbarov reported that the sowing of spring crops is in full swing in the republic with 1m 38 thousand hectares or 61 per cent of the planned have been sown.
On May 14, on the sidelines of the XVII International Economic Forum “Russia-the Islamic World: KazanForum”, Tatarstan Prime Minister Aleksey Pesoshin and Head of the Federal Service for Accreditation Dmitry Volvach signed an agreement on interaction and cooperation in the development of the halal industry.
