Second oil refining complex with a 7-million-ton oil capacity can be built at TANECO refinery

On June 28 at a general shareholders meeting of OAO Tatneft (Almetievsk) Tatarstan President Rustam Minnikhanov said how republic would manage to maintain oil production level of 32 mln tons per year in the nearest decade.
According to Tatarstan President, effective technologies are adopted at OAO Tatneft oil fields in all production sectors.
In particular, OAO Tatneft was the first Russian oil company which faced the problem of effective production of tight oil, for example bitumen oil.
However, science-based oil field development programme and government support make it possible to effectively increase oil production.
Today, oil production rate for 100 m of a horizontal well hole correspond to those of the leading oil companies in Canada.
Besides, Rustam Minnikhanov said that the company had started researching light tight oil. He also noted that within recent 5 years OAO Tatneft industrial reserves growth made 131 mln tons with oil output of 129 mln tons.
Thanks to scientists and OAO Tatneft specialists, oil production rate is increasing steadily.
Today, wells with oil flow rate less than 1 tons per day are effectively used for efficient oil-field development. Their annual oil production made 828 thousand tons.
According to Rustam Minnikhanov, effective development of carbonate basin resources, increase of tight oil production, development and implementation of new methods for oil recovery increase are priority areas for the company’s innovative development. Tatarstan President added that the work in these areas had already been started.
Later, answering journalists’ questions, Tatarstan President informed about plans on oil-processing industry development. “Our dream is to build the second oil refining complex with a 7-million-ton oil capacity at TANECO refinery in Nizhnekamsk,” Rustam Minnikhanov continued. According to Tatarstan President, it is necessary to come to an agreement with the federal center about this issue.
On May 26, speaking at a briefing in the Cabinet of Ministers of the republic held in a videoconference mode with participation of all municipal regions of Tatarstan and focused on events scheduled for June 1, International Children’s Day, as well as the implementation of the “Summer in Tatarstan” programme, Deputy Prime Minister of the republic Leyla Fazleeva appealed that parents should closely supervise their children during recreational activities near water in order to prevent accidents.
On 18 May ay the CIPR conference in Nizhniy Nogorod the Tatarstan Deputy Prime Minister Roman Shaykhutdinov, the Rector of the Innopolis University Aleksandr Gasnikpov and the Vice-rector of the University Yevgeny Bobrov will take part at round tables session of the conference.
Experts will discuss the role of Tatarstan and Innopolis as one of the key technological centers of the country and how regional innovative platforms help to solve tasks of the whole Russian industry. A special emphasis will be placed on the digital transformation of the oil and gas sector and how large clusters and scientific and technological centers are becoming drivers of industry change.
On 16 May, speaking at a meeting in the Government House of the republic held by the regional Prime Minister Aleksey Pesoshin with participation of the Rais (Head) of Tatarstan Rustam Minnikhanov and all municipalities taking part in it via videoconference, the Minister of Agriculture and Food of the republic Marat Zyabbarov reported that the sowing of spring crops is in full swing in the republic with 1m 38 thousand hectares or 61 per cent of the planned have been sown.
On May 14, on the sidelines of the XVII International Economic Forum “Russia-the Islamic World: KazanForum”, Tatarstan Prime Minister Aleksey Pesoshin and Head of the Federal Service for Accreditation Dmitry Volvach signed an agreement on interaction and cooperation in the development of the halal industry.
