Rustam Minnikhanov: Social infrastructure and execution of Russian President’s Orders should be priorities upon budget performance

On July 24 at a meeting on results of performance of the consolidated budget for the first half of 2013 and setting tasks for financial, treasury and tax bodies till the end of 2013 Tatarstan Prosecutor Kafil Amirov told that as of July 1, 2013 tax debts in Tatarstan made 8,5 bln rubles. Tax revenues in the regional budget decreased by 4 bln rubles.
Among main reasons he pointed out general economic situation and insufficient use of reserves for increasing tax collection.
Kafil Amirov noted that the most efficient way of tax debts collection is imposition of arrest on property.
Insufficient work is carried out on suppression of activity of short-lived companies. In order to struggle against such companies, new powers that came into force after alterations made in federal legislation should be used, Kafil Amirov said.
Tatarstan Prosecutor also focused on cases of inefficient use of budget funds upon concluding government contracts. Tatarstan President supported the Prosecutor in this issue. He added that upon making state and municipal purchases budget funds are used inefficiently.
Rustam Minnikhanov continued that a tight control for efficiency of using budget and non-budget funds earned by state and municipal institutions is required.
“Social infrastructure and execution of Russian President’s Orders concerning rise in wages should be priorities upon budget performance,” Rustam Minnikhanov stated.
On May 26, speaking at a briefing in the Cabinet of Ministers of the republic held in a videoconference mode with participation of all municipal regions of Tatarstan and focused on events scheduled for June 1, International Children’s Day, as well as the implementation of the “Summer in Tatarstan” programme, Deputy Prime Minister of the republic Leyla Fazleeva appealed that parents should closely supervise their children during recreational activities near water in order to prevent accidents.
On 18 May ay the CIPR conference in Nizhniy Nogorod the Tatarstan Deputy Prime Minister Roman Shaykhutdinov, the Rector of the Innopolis University Aleksandr Gasnikpov and the Vice-rector of the University Yevgeny Bobrov will take part at round tables session of the conference.
Experts will discuss the role of Tatarstan and Innopolis as one of the key technological centers of the country and how regional innovative platforms help to solve tasks of the whole Russian industry. A special emphasis will be placed on the digital transformation of the oil and gas sector and how large clusters and scientific and technological centers are becoming drivers of industry change.
On 16 May, speaking at a meeting in the Government House of the republic held by the regional Prime Minister Aleksey Pesoshin with participation of the Rais (Head) of Tatarstan Rustam Minnikhanov and all municipalities taking part in it via videoconference, the Minister of Agriculture and Food of the republic Marat Zyabbarov reported that the sowing of spring crops is in full swing in the republic with 1m 38 thousand hectares or 61 per cent of the planned have been sown.
On May 14, on the sidelines of the XVII International Economic Forum “Russia-the Islamic World: KazanForum”, Tatarstan Prime Minister Aleksey Pesoshin and Head of the Federal Service for Accreditation Dmitry Volvach signed an agreement on interaction and cooperation in the development of the halal industry.
