The concept of Admiral Sloboda reconstruction presented in Kazan

By 2030 the Admiral Sloboda should become an attractive tourist centre and comfortable place for living. This idea is given in the development concept of Admiral Sloboda that was presented at Kazan State University of Architecture and Building. Tatarstan President Rustam Minnikhanov took part in the event.

The concept was developed by Kazan State University of Architecture and Building and scientific project centre Interra. The area to be improved makes 400 hectares. Developers included the historic part, and an old channel of Kazanka River.

To the point, the Kazan Admiralty was the second one after St. Petersburg. The decision to build Admiralty and shipbuilding yard was made in 1718. 400 merchant and military ships were built there for 100 years. Three Russian Emperors visited the place during this period of time.

The Admiral Sloboda is located very close to the city and the Kazan Kremlin. The authors of the concept suggest creating several marketing brands. The historic brands are is Zilantov Monastery and Petrov shipbuilding yard, the modern ones are the history park of Russian fleet, and Volga River embankment.

Finally, the project developers aim to make the Admiral Sloboda an attractive tourist centre and comfortable place for living by 2030.

Developers suggest using the tools of private-state partnership for the concept realization. The required amount of budget funds for the period of 2013-2030 makes 12 mln rubles.

Tatarstan President Rustam Minnikhanov asked to carry out inventory of all owners and objects located in the Admiral Sloboda, and apply restrictions to new construction before the final approval of the concept.

Rustam Minnikhanov highly estimated the work carried out by architects on the concept development, and asked to make up the working group with participation of all ministries and agencies, and decide on stages of the project implementation.
