Roman Shaykhutdinov: Innovation in the country develops faster with open-source

On September 8, on the sidelines of the international economic forum “ROSTKI: Russia and China-mutually beneficial cooperation” held at the Kazan Expo Exhibition Center in Kazan, Deputy Prime Minister of Tatarstan Roman Shaykhutdinov took part in the session «Joint innovations of Russia and China based on free software (open-source)».

The meeting was held with the participation of Chairman of the Board of one of the largest Chinese open-source communities Open Source China Mark Ma, CEO of the company-manufacturer of software and hardware systems for corporate systems Scala^r Viktor Urusov, the leader of China’s largest open-source AI technology development community MindSpore Xiaoman Xiu, Product Director of YandexDB Oleg Bondar and was moderated by the leader of the Russian open-source community for the development of the open-source operating system OpenScaler Kirill Kolpakov.

As the moderator said, today, when technological sovereignty and independence are especially important for Russia and China, the issues of exchanging experience and developing cooperation on joint research, development and innovation become relevant. In the software industry, one of the most efficient and promising tools for bilateral and mutually beneficial cooperation is the concept of open-source - free software, when a company or individual shares written program code with other developers for its further use or even modification. During the session, experts discussed the prospects for cooperation between the two countries at the interstate level to create joint innovations, China’s experience in building a national repository and using open-source solutions, as well as successful examples of introducing Chinese open-source technologies into Russian software and hardware products. Speaking at the event, Roman Shaykhutdinov emphasized that in order to ensure technological independence, it is important for the country to be not only a consumer, but also a leader in open-source projects.

“Currently, state support for open-source is being developed and there is an understanding that with open-source, innovation in the country is developing faster,” the speaker emphasized.
