On October 2 Tatarstan President Rustam Minnikhanov, Vice-speaker of the Federation Council Ilyas Umakhanov, Chief Executive of Tatarstan Investment Development Agency Linar Yakupov, Head of Laishevo region Mikhail Afanasiev, Head of AJM Planning Design Group (APUDG), Chief Architect of “Smart City Kazan” Norliza Hashim, Director General of Tatarstan Gulf Investment Company Khalid Al Jassim, representatives of foreign and Russian investors, state authorities, building companies and architects took part in a solemn foundation stone laying ceremony of “Smart City Kazan” in Laishevo region.
Chief Architect of “Smart City Kazan” Norliza Hashim thanked Tatarstan Government for an opportunity to take part in the project implementation.
Tatarstan President Rustam Minnikhanov, Chief Architect of “Smart City Kazan” Norliza Hashim, Vice-speaker of the Federation Council Ilyas Umakhanov and Director General of Tatarstan Gulf Investment Company Khalid Al Jassim laid four capsules with messages for future residents of the city.
Within the framework of the official ceremony and the Year of Ecology in Russia, regional director of the Council for ecological building in Russia Dmitry Kolosov presented a certificate to confirm that “Smart City Kazan” is a member of non-profit partnership on development and implementation of ecological building regulations to Director General of Tatarstan Development Corporation Bulat Gayanov.
“Smart City Kazan” is a project of new urban environment for developing business, educational, and research activity to promote and develop prospective economic sectors. The project coordinator is Tatarstan Investment Development Agency, the operator is OAO “Tatarstan Development Corporation”. The general plan was developed by Malaysian companies AJM Planning & Urban Design Group, Straits Consulting Engineers, Amanah Capital Group Limited, and State Unitary Enterprise “Tatinvestgrazhdanproekt”.
“Smart City Kazan” will be located at the area of 650 hectares 3 km away from Kazan international airport 15 km away from Kazan city centre. The territory of smart city will be divided into four zones: the international public and business centre, the centre of education and science, special economic zone, and park area.
Director General of Tatarstan Development Corporation Bulat Gayanov told that the construction period makes 20 years, total amount of investments – 10 bln rubles.
On March 10, the third meeting of the organizing committee on preparation and holding of the 20th anniversary Russian Venture Forum 2026 to be held in Kazan from April 8 to 10, chaired by Russian Minister of Science and Higher Education Valery Falkov and with participation of Tatarstan Prime Minister of the Republic of Tatarstan and co-chair of the forum’s organizing committee Aleksey Pesoshin, President of the Academy of Sciences of Tatarstan Rifkat Minnikhanov, Director of the Investment and Venture Fund of Tatarstan Damir Galiev as well as representatives of federal and regional authorities, development institutions and partner organizations via videoconference, took place.
On 10 March, speaking at a briefing dedicated to the development of the national Max messenger in Tatarstan and held in the Government House of the republic with all municipalities taking part in it via videoconference, the Minister of Digitalization of Public Administration, Information Technologies and Communication of the republic Ilya Nachvin informed that according to the data of March 2026 about 1.5m residents of Tatarstan use domestic Max messenger.
On 5 February Tatarstan Prime Minister Aleksey Pesoshin took part in ceremony of awarding winners of the regional competition “The Woman of the Year. The Man of the Year: A Woman’s View” held at the Korston Leisure and Recreation Center in Kazan.
On 4 March at a briefing in the Government House of the republic Tatarstan Minister of Land and Property Relation Fanil Agliullin told about changes in land legislation enforced from 1 March of the current year. He said that they simplify a number of procedures for land plot owners including expanding the possibilities for land use and changing the rules for changing the category of a plot.
