Rustam Minniknov takes part in a session of Russian State Council

On October 4 Tatarstan President Rustam Minnikhanov took part in a session of Russian State Council on budget spending efficiency chaired by Vladimir Putin in Moscow.
Vladimir Putin stated that the work on changing the ideology of the budget process in the Russian Federation must be continued and officials at all levels must be motivated to save budget funds.
“We must continue our work to change the actual principles and ideology of the budget process and motivate officials at every level of government to be frugal with budget funds and use them for economically justified needs that bring definite final results,” Vladimir Putin said speaking at the session.
He asked the Russian Government to take a stoking of capital construction projects and concentrate resources on projects with high degree of readiness. According to Vladimir Putin, the Government has a lot of work to do in the sphere of budget investment. He reminded that a large programme for capital construction had been drafted using budget funds.
“At the same time, there are some problems in this area, as we know. First of all, this concerns costs increasing from the original estimates as the project progresses,” Putin said. Spreading resources and the effect of various budget restrictions, which create a situation when the projects that should have been built for a year or two turn into never-ending projects are among other problems that Putin stated.
Russia’s President reminded that the Government made a decision to use some of the money from the National Prosperity Fund to implement three projects that will remove infrastructure limitations. These are projects such as modernization of Transsib railway, construction of high-speed Moscow-Kazan railway and Central Ring Road around Moscow.
Vladimir Putin also asked to radically improve the situation in the public procurement system, because the work of Federal Antimonopoly Service and Accounts Chamber is not enough.
“When everything is open and transparent you can see immediately things such as excessively high prices and strange or sometimes nonsensical conditions for public procurement contracts,” Russia’s President said.
On March 10, the third meeting of the organizing committee on preparation and holding of the 20th anniversary Russian Venture Forum 2026 to be held in Kazan from April 8 to 10, chaired by Russian Minister of Science and Higher Education Valery Falkov and with participation of Tatarstan Prime Minister of the Republic of Tatarstan and co-chair of the forum’s organizing committee Aleksey Pesoshin, President of the Academy of Sciences of Tatarstan Rifkat Minnikhanov, Director of the Investment and Venture Fund of Tatarstan Damir Galiev as well as representatives of federal and regional authorities, development institutions and partner organizations via videoconference, took place.
On 10 March, speaking at a briefing dedicated to the development of the national Max messenger in Tatarstan and held in the Government House of the republic with all municipalities taking part in it via videoconference, the Minister of Digitalization of Public Administration, Information Technologies and Communication of the republic Ilya Nachvin informed that according to the data of March 2026 about 1.5m residents of Tatarstan use domestic Max messenger.
On 5 February Tatarstan Prime Minister Aleksey Pesoshin took part in ceremony of awarding winners of the regional competition “The Woman of the Year. The Man of the Year: A Woman’s View” held at the Korston Leisure and Recreation Center in Kazan.
On 4 March at a briefing in the Government House of the republic Tatarstan Minister of Land and Property Relation Fanil Agliullin told about changes in land legislation enforced from 1 March of the current year. He said that they simplify a number of procedures for land plot owners including expanding the possibilities for land use and changing the rules for changing the category of a plot.
