Ildar Khalikov: “Main achievement of Tatarstan Department of Federal Panel Service is absence of escapes and mass disorders”

On January 14 at a final session of Tatarstan Department of Federal Panel Service Prime Minister Ildar Khalikov said that absence of mass disorders, escapes and other emergency situations at correctional facilities is the main factor of efficient work of Tatarstan Department.
The Minister of the Interior Artem Khokhorin, Secretary of Security Council Valery Vlasov, heads of law enforcement agencies took part in the event.
Head of Tatarstan Department of Federal Panel Service Daufit Khamadishin informed that employees of panel service did not admit any mass disorders and escapes from correctional facilities. In 2013 the number of prisoners decreased by 638 people and made 12358 people.
More than 4000 people were released from prisons. More than 70 per cent of prisoners undergo a sentence for committing heavy and especially grave crimes. The number of court judgments under early release on parole decreased by 35 per cent.
The number of crimes committed in prisons reduced from 50 to 22.
Head of Tatarstan Department of Federal Panel Service informed that there are no people sentenced for extremist and terrorist crimes in prisons at the moment.
Speaking about medical support of prisoners, Daufit Khamadishin said that 35 mln rubles of federal funds were allocated for these purposes in 2013. There are now 420 TBC and 870 HIV patients at correctional facilities.
Ildar Khalikov paid attention to modern technical devices that were used during Universiade 2013. He noted that Tatarstan leadership is ready to help with providing facilities necessary for maintaining the equipment.
First Deputy Prosecutor Artem Nikolaev reported on results of prosecution inspections carried out at correctional facilities.
Ildar Khalikov thanked employees of Tatarstan Department of Federal Panel Service for efficient work, mentioning additional workload during summer Universiade.
The Prime Minister also noted a considerable improvement of medical services rendered to prisoners.
Summing up, he called to intensifying work on employment of prisoners.
On May 26, speaking at a briefing in the Cabinet of Ministers of the republic held in a videoconference mode with participation of all municipal regions of Tatarstan and focused on events scheduled for June 1, International Children’s Day, as well as the implementation of the “Summer in Tatarstan” programme, Deputy Prime Minister of the republic Leyla Fazleeva appealed that parents should closely supervise their children during recreational activities near water in order to prevent accidents.
On 18 May ay the CIPR conference in Nizhniy Nogorod the Tatarstan Deputy Prime Minister Roman Shaykhutdinov, the Rector of the Innopolis University Aleksandr Gasnikpov and the Vice-rector of the University Yevgeny Bobrov will take part at round tables session of the conference.
Experts will discuss the role of Tatarstan and Innopolis as one of the key technological centers of the country and how regional innovative platforms help to solve tasks of the whole Russian industry. A special emphasis will be placed on the digital transformation of the oil and gas sector and how large clusters and scientific and technological centers are becoming drivers of industry change.
On 16 May, speaking at a meeting in the Government House of the republic held by the regional Prime Minister Aleksey Pesoshin with participation of the Rais (Head) of Tatarstan Rustam Minnikhanov and all municipalities taking part in it via videoconference, the Minister of Agriculture and Food of the republic Marat Zyabbarov reported that the sowing of spring crops is in full swing in the republic with 1m 38 thousand hectares or 61 per cent of the planned have been sown.
On May 14, on the sidelines of the XVII International Economic Forum “Russia-the Islamic World: KazanForum”, Tatarstan Prime Minister Aleksey Pesoshin and Head of the Federal Service for Accreditation Dmitry Volvach signed an agreement on interaction and cooperation in the development of the halal industry.
