Rustam Minnikhanov: “Legislative activity should be based on professional skills”

On January 15 at a summary session of the Ministry of Justice Tatarstan President Rustam Minnikhanov said that the ministry carries out major work on formation and improvement of legislative and legal base. The Minister Larisa Glukhova made a keynote report on results of work in 2013. She informed that the ministry completely fulfilled the plan. She noted that every year the State Council passes more laws than it is planned.
Larisa Glukhova also informed that the ministry carries out monitoring of enforcement of legislative acts and work on restatement of USSR and RSFSR acts. Moreover, the ministry conducts analysis of the bills in order t reveal corruptogenic factors.
In 2013 the Ministry of Justice registered 426 legal acts of executive authorities.
In cooperation with the Ministry of Information and Communication work on creation and maintenance of the website pravo.tatarstan.ru was fulfilled.
The Ministry of Justice interacts with local self-government bodies and works on improving local legislation.
According to Larisa Glukhova, support of commissioners’ work is also an important part of the ministry’s activity. Main mission of the Ministry of Justice is to improve law-making activity.
Summing up, Tatarstan President Rustam Minnikhanov said that the role of the Ministry of Justice is underestimated. He noted that legal education of citizens and rendering of free legal assistance, and maintenance of commissioners’ work are very important.
Rustam Minnikhanov also supported the idea of publishing legal acts on the Internet. He also called for helping municipalities in rendering legal assistance and organisation of training programmes.
Rustam Minnikhanov thanked employees of the ministry for their work and wished good luck in fulfilling the set tasks.
On May 26, speaking at a briefing in the Cabinet of Ministers of the republic held in a videoconference mode with participation of all municipal regions of Tatarstan and focused on events scheduled for June 1, International Children’s Day, as well as the implementation of the “Summer in Tatarstan” programme, Deputy Prime Minister of the republic Leyla Fazleeva appealed that parents should closely supervise their children during recreational activities near water in order to prevent accidents.
On 18 May ay the CIPR conference in Nizhniy Nogorod the Tatarstan Deputy Prime Minister Roman Shaykhutdinov, the Rector of the Innopolis University Aleksandr Gasnikpov and the Vice-rector of the University Yevgeny Bobrov will take part at round tables session of the conference.
Experts will discuss the role of Tatarstan and Innopolis as one of the key technological centers of the country and how regional innovative platforms help to solve tasks of the whole Russian industry. A special emphasis will be placed on the digital transformation of the oil and gas sector and how large clusters and scientific and technological centers are becoming drivers of industry change.
On 16 May, speaking at a meeting in the Government House of the republic held by the regional Prime Minister Aleksey Pesoshin with participation of the Rais (Head) of Tatarstan Rustam Minnikhanov and all municipalities taking part in it via videoconference, the Minister of Agriculture and Food of the republic Marat Zyabbarov reported that the sowing of spring crops is in full swing in the republic with 1m 38 thousand hectares or 61 per cent of the planned have been sown.
On May 14, on the sidelines of the XVII International Economic Forum “Russia-the Islamic World: KazanForum”, Tatarstan Prime Minister Aleksey Pesoshin and Head of the Federal Service for Accreditation Dmitry Volvach signed an agreement on interaction and cooperation in the development of the halal industry.
