7 May 2014, Wednesday
On May 7, Tatarstan President Rustam Minnikhanov took part in a session of the Commission for Monitoring Targeted Socioeconomic Development Achievement Indicators in the Russian Federation held by Russian President Vladimir Putin in Moscow.
Execution of May Presidential decrees that were signed two years ago was discussed at the session. Russian Prime Minister Dmitry Medvedev, members of the Government, and heads of regions took part in the session.
Opening the event, Vladimir Putin said that the so-called May decrees concern most urgent problems of citizens, and their successful and efficient solution influence life prospects of millions of people.
The decrees stipulate increase of salaries of public sector employees, improvement of the quality of medical, educational, social services, living conditions, work of state authorities and organizations rendering municipal and state services, increase of labour efficiency as a key factor of further economic development.
“Lately our economic rates have slowed down. However, it does not mean that we should change our priorities. On the contrary, we should take them more seriously, and determine tasks more precisely,” Vladimir Putin said. He noted that natural population increase was registered in Russia for the last 20 years, and average duration of life was 71 years.
“We understand that the quality of social services to a large extent depend on people working in health care, education, science spheres. Therefore, we are planning to increase salaries of these categories of citizens. We approached fixed rates in 2013,” Vladimir Putin informed.
In order to strengthen positive demographic trends and solve the most urgent social problem, country’s leadership is going to liquidate waiting lists in kindergartens. Thus, 670, 000 places were provided within two years for children aged 3-7. To the point, 50 billion roubles of federal funds were allocated for these purposes this year, and 100 billion roubles – within two years.
Another important task specified in the decrees is improvement of citizens’ living conditions. Work on relocation of citizens from shabby houses is underway. About 2.8 million m² of such housing are to be liquidated this year.
Vladimir Putin considers creation of a system for helping citizens to assess the quality of municipal and state services, including one-stop services, via multi-purpose centres to be an essential issue as well. It was noted that next year 90 per cent of citizens will have an opportunity to use multi-purpose centres.
Vice-Premier – Chief of Staff of Russian Government Sergey Prikhodko, who took part in the event, said that 600 billion roubles are to be allocated for execution of May decrees in 2014.
