Rustam Minnikhanov: Efficient use of budgetary funds and financial resources is one of the main conditions for economic development of the country

On May 14, at a plenary session of the II International research and practice conference "Development of state financial control. Legislation, practice, institutes" at Kazan federal University, Interim President of the Republic of Tatarstan Rustam Minnikhanov said that efficient use of budgetary funds and financial resources is one of the main conditions for economic development of the country.
The conference aims to discuss assessment of the state, problems and development of financial control in the Russian Federation and analyze execution of budget authorities of state financial control.
Rustam Minnikhanov noted that this conference is of big practical importance.
“Russian President Vladimir Putin noted in his speech that the main requirements for budgetary costs under current conditions are economy and best value, proper selection of priorities, and analysis of current economic situation,” Minnikhanov said.
Interim President of the republic told about the strategy of social and economic development of the Republic of Tatarstan until 2030 and its main goals, - increase of competitiveness of the republic at global markets, investment attractiveness and creation of highly efficient financial system.
Minnikhanov continued that the republic has an efficient control system and significant work on strengthening interaction between organizations performing authorities in budgetary and financial sphere has been carried out in the republic. He also noted that there is a special interdepartmental coordination council on issues of state financial control in the republic.
Rector of Kazan Federal University Ilshat Gafurov said that control as a management function has always been a popular area in terms of practical use and as a sphere which requires constant improvement.
Head of Federal service of financial and budgetary supervision Aleksandr Smirnov, Head of Federal Treasury Roman Artyukhin, Deputy Head of Russian Presidential Control department Mikhail Beskhmelnitsyn, Coordinator of the Public Expenditure Management Peer Assisted Learning (PEMPAL) Diana Grosu Axenti made reports at the session.
On 12 January, congratulating employees of the prosecutor’s office with their professional holiday - Day of the employee of the Prosecutor's Office of the Russian Federation- Tatarstan Prime Minister Aleksey Pesoshin wrote in his address:
“For more than three centuries the prosecutor's office has been the guardian of state and public security as well as constitutional rights and freedoms of citizens of our country.
On 10 January, speaking at a meeting held by Tatarstan Prime Minister Aleksey Pesoshin in the Government House of the republic with all municipality regions taking part in it via videoconference, the regional Minister of Construction, Architecture and Housing Utilities Sector Marat Ayzatutllin informed that in the current year the Ministry will take part in implementation of five national projects and three state programmes with planned construction and capital overhaul of 172 facilities for the total sum of 17bn rubles.
On 10 January, speaking at a meeting held by Tatarstan Prime Minister Aleksey Pesoshin in the Government House of the republic with all municipality regions taking part in it via videoconference, the regional Minister of Agriculture and Food Marat Zyabbarov informed that it is expected to achieve a comparable growth of produce of 1.5%, including that in food production - at least 2.6% in the agricultural sector.
On 4 January Tatarstan Prime Minister Aleksey Pesoshin, who is the First Deputy Chairman of the Commission of prevention and elimination of emergency situation and ensuring fire safety of the republic, has taken a decision to put into operation the “Buran” (Snow storm) plan in Tatarstan starting from 2 pm on 4 January until the consequences of adverse meteorological events are eliminated by ministries, departments and organizations which ensure the smooth movement of road and rail transport in winter.
