Prime minister of Republic Tatarstan Rustam Minnihanov: Federal budget has rendered a serious support to republic

The Federal budget has rendered a serious support to the Republic Tatarstan, and the republic due to this fact has handled without attraction of bank commercial credits. It was stated by Prime minister of Republic Tatarstan Rustam Minnihanov at a traditional Pre-new Year's meeting with representatives of federal and republican mass media.

The meeting took place in RT Government House.

Summing up the expiring year, RT Prime minister Rustam Minnikhanov noticed that year was difficult, the republic seriously lost in a profitable part. «This year we have received incomes 26 billion rbl. less, than in 2008, - he told. – a serious financial support was rendered by the federal budget, having granted the budgetary loan. There were problems with formation of a profitable part and at a number of our municipalities which already we, the republican budget, have in turn given credits».

As a whole, the money were spent as much, as in 2008, but money received from the federal budget were twice more than in 2008, Rustam Minnikhanov noted. In particular, (more than 11 billion rbl.), means for objects of the Universiade 2013 have been allocated for realization of the program of major repairs (4,3 billion rbl. from the federal centre arrived on actions for easing tension at a labour market and struggle against unemployment (3 billion rbl.).

The budget of 2010 has been formed in the republic with deficiency 12 billion rbl. According to Rustama Minnikhanov, if the republic next year cannot generate a profitable part the federal government again promised to help and allocate in the form of the budgetary credit of about 6 billion rbl.

As to erection of Universiade objects, if rates of financing remain at level of 2009 by 2010-2011, the republic will manage to prepare the basic sports objects.

Speaking about realization of some investment projects, Prime minister РТ has underlined: in spite of the fact that today Tatarstan does not allow herself serious expenses, in 2010 it is planned to finish building of the large medical centre in Naberezhnye Chelny (the project is estimated 2,5 billion rbl., out of them the credit 900 million rbl. is involved, in 2009 it has been mastered 500 million rbl.). Besides, building Puppets theatre in Kazan is due to be finished.

In 2010 the republic will continue building of sports objects in municipal regions – this project is being implemented on conditions of co-financing with party «United Russia« (50 on 50 %). New sports constructions will appear in Aktanysh and Novosheshminsk.

Answering the questions of journalists, Rustam Minnikhanov stated that today the resource base confirmed by independent experts on oil extracting makes about 1 million tons. As he said, 12-13 years these figures were approximately at the same level, and every year the republic increases extraction volumes.
«Today we stick to the theory about an inorganic origin of oil, - Rustam Minnikhanov sai told, - and intend to prove it».

Making comments on a situation with company "Ukrtatnafta", RT Prime minister called forcible takeover of the property of Tatarstan «the big loss». We have lost in Ukraine (Kremenchug) not only oil refining factory, but also raw materials which had been pumped in by company "Tatneft", he said, it must be regarded as a lawlessness.

Rustam Minnikhanov has refused to state an estimation to actions of Ukraine’s leadership, having referred that it «not his level». Thus he has underlined that «the company in Ukraine, owning 1, % of shares of company« Ukrtatnafta », has captured the plant , having shown a neglect to the Russian authorities and to th investors».

Head of the RT Government stated that, despite a difficult financial situation to which "Kazanorgsintez " had got, to speak about change of proprietors is not necessary. We do not have such plans (on change of proprietors), told Rustam Minnikhanov, the republic also is the shareholder of "Kazanorgsintez" and we watch a situation. «I think, Tatarstan is capable to solve this problem, - RT Prime minister said .

RT Prime minister also said to journalists that «he is not going to move to the Kremlin». It was his answer to the question addressd whether he t is going to occupy in the near future the republic’s post of the head. «I consider that the person skilled, authoritative should occupy such a post, - he told. – I am from Shaimiev's team. I am not going to move to the Kremlin».

«The person should work adequately on a place which had been entrusted, - Rustam Minnikhanov continued. – I work here and I try to do something useful».
During a meeting with journalists Rustam Minnikhanov answered also the questions on measures for supporting small and mid-sized business in 2010, about realization of the project «Electronic Government of Republic Tatarstan», about a situation with joint-stock company "Vamin" (re-structuring debts of the enterprise), about hi attitude to constructing a building of the RT Ministry of Agriculture and foodstuffs in Kazan, about building in one of municipal areas of "Tatstal" plant , etc.
