Specialists of RT construction ministry will help tenants to defend the rights in sphere of housing and communal services

The ministry of construction, architecture and housing - communal services of Tatarstan will help citizens of the republic to defend the rights in the field of housing - communal services. The first deputy head of RT ministry of construction Rauzil Khaziev informed on this at a briefing in RT Cabinet.

He reminded of existence of norms in granting housing-and-municipal services and the opportunities of recalculation of payment by results of month, if services were provided not in full or poor.

So, the quality of heat supply is determined by temperature of air in apartments. According to GOST ( state standard) it should be not below 18 degrees, and in angular rooms - not below 20 degrees. In each hour, deviation of temperature from a norm to decreasing, a monthly payment lowers by 0,15 percent.

In open systems of hot water supply the temperature of water should be not below 60 degrees, and in systems of the closed water supply - not below 50 degrees. If deviation of temperature goes to lesser part, for every 3 degrees, each hour payment on results of month decreases 0,1 percent. Thus, water is considered hot only up to temperature 40 degrees. If temperature is below, water is considered cold and is paid under the tariff of cold water supply. For comparison: in Naberezhny Chelny the cubic metre of hot water costs 65 roubles, and cubic metre of cold one - only 14 roubles.

The main criterion of water supply quality, according to Rauzil Khaziev, is its continuity. « The norm on pressure is absent, but water should flow from the tap », - the first deputy minister noted. In each hour of excess of admissible duration of break, the payment on results of month decreases by 0,15 percents. Admissible duration of water break supply is 8 hours per month.

« Now we prepare for publishing a brochure for the population, in which it is explained how to find out short supply of services, how to fix correctly and draw up a statement of shortage. There, phone numbers will be indicated on which it will be possible to address in case of detection of discrepancies» , - the first deputy minister of construction, architecture and housing and communal services of republic informed.

« These laws is no news, they were earlier as well. And the population actively enough uses them, - Rauzil Khaziev noted. - So, in 2008, recalculation on the outstood or poor supplied service made 324 million roubles. These are 4 percent of all delivered services volume - without taking into account electric power and gas as these kinds of services are delivered stably enough. Results of 2009 will be known in the end of February - the beginning of March ».

Rauzil Khaziev informed, that in case of detecting short shipment or poor-quality service the tenants should address Condominium Partnership(TSZH) or the managing company. « There, they should accept the application, having fixed all parameters of which the tenant complains, and to register the application and inform number of the application. The managing company or TSZH should name also the reason of short shipment and term for which the reason will be eliminated. If in short shipment the managing company is guilty, then it is necessary to achieve the certificate signed by representatives of managing company. Only on the basis of this document it is possible to achieve recalculation », - R.Khaziev emphasized.
