19 August 2015, Wednesday
On August 19, at 3rd plenary session of Regional forum of socially oriented non-profit organizations held in Kazan in Korston trade and entertainment complex, Interim President of Tatarstan Republic Rustam Minnikhanov told that they will be able to create necessary conditions for efficient work of socially-oriented non-profit organizations by joint efforts. Chief of Staff of Tatarstan President's Administration Asgat Safarov, Tatarstan Deputy Prime Minister Vasil Shaikhraziev, Chairman of Tatarstan State Council Farid Mukhametshin and other officials attended the event.
The Forum has been held in Tatarstan since 2011 and is aimed at consolidating the efforts of civil society institutions and public authorities for further regional innovative development and improvement of living standards. Local authorities consider non-profit organizations to be serious partners in solving crucial issues of social development of Tatarstan.
Having approximately 400 socially- oriented non-profit organizations, Tatarstan has accumulated considerable experience in rendering state support to non-profit sector development. Tatarstan leaders and Rustam Minnikhanov personally contributed to establishing public control practice.
A lot of new civil and public initiatives were realized in the republic. The social movement "Together with the President" was created.
Welcoming the forum participants, Rustam Minnikhanov noted that it is difficult to imagine such spheres as health care, education, social protection, culture, charity, human rights activities and legal education without the public and expressed gratitude and respect to the active participants of Tatarstan social life.
Rustam Minnikhanov charged the government of the republic with increasing annual grants for socially-oriented non-profit organizations to 10 million roubles.“Municipal programmes supporting these organizations are successfully implemented in Nizhnekamsk and Elabuga, it is a good example,” Tatarstan Interim President noticed.
Rustam Minnikhanov reminded that Tatarstan Public Chamber marked 10 years and suggested increasing its powers.
“ The increase in public chamber’s powers should go along with consolidation of status of public councils at ministries, departments and municipalities. I also approve the limitation of Public Chamber member’s power with two consecutive terms as well as limitation on number of former state and municipal civil servants. Bureaucrats, even former ones, should not outnumber the other members of public councils. It may lead to compromising the very essence of their work,” he continued.
Rustam Minnikhanov summed up that printed and electronic media don’t pay enough attention to the activity of socially –oriented non-profit organizations that provide little information.
In conclusion, Rustam Minnikhanov presented awards to first Tatarstan President Prize winners for contributing to promotion of civil society in Tatarstan.
