Rustam Minnikhanov: A key problem of social insurance fund is budget deficit

A budget deficit of regional branch of social insurance Fund of Russian Federation on Republic Tatarstan in 2010 is expected to be 3,5 bln. RUR. These data were presented at final collegium of the Fund. RT Prime Minister Rustam Minnikhanov took part in the session.

By words of Director of regional branch Rashit Galimov in spite of increasing number of insurants for 6,7 % in 2009, quantity of insured employees decreased for 4 %. As a result incomings of the branch have reduced for 226 mln. RUR and made 6,419 bln. RUR. Rashit Galimov suggests that decreasing of incomings happened as a result of economic crisis which brought about curtailment of production, transfer of some enterprises to part-time work, delays of salary payment, growth of unemployment.

 
Volume of Fund’s expenses has increased for 18,7 % in 2009. These were expenses for measures on improvement of the children's health, insurance cover of the injured at factories. 12,8 thousand citizens have got treatment at health resorts.

According to R.Galimov in 2010 due to reforming single social tax the Fund has been charged with functions on administration of tax payments for compulsory social insurance.
Rustam Minnikhanov paid attention to the problems of fictitious sick lists and labor safety.
