Prime minister of Republic Tatarstan Rustam Minnikhanov: Program of 2010 on major repairs of apartment houses should be completed by October

A meeting on issues   of construction and commissioning  habitation  and  carrying out  major repairs  in multi-room apartment houses was held  today by RT Prime minister  Rustam Minnikhanov.

The meeting  passed  in a  video conferencing format  with  participation of all municipal regions  of  the republic.

First deputy minister of construction, architecture  and housing  utilities Rauzil Khaziev   reported on a course of the major repairs  program. Republican address program has been  approved  on February 18th,  661 houses have been    included in the program with  a total space 2,8 mln.sq.m. ( almost 120 thousand inhabitants). Volume of financing 4 billion rbl.

Further, Rauzil  Khaziev  informed on the setup of  two-circuit  boilers in the republic.  In 2010,  in 23 municipal formations,   6 thousand 123 two-circuit boilers is supposed to   be installed. The  volume of  means necessary for this year, - 548 mln. rbl.

Deputy minister  informed   that after installation of the  two circuit  boilers,  the boiler-houses serving these micro-districts (otherwise tariffs for the houses connected to these boiler-houses  will be too high) should be closed.

In 2010 within the limits of the program of major repairs  it is planned to replace 242 lifts,    in Kazan -129, Naberezhnye Chelny - 84, Nizhnekamsk - 29. The  main  supplier of lift   equipment for major repairs is admitted   a republican manufacturer of lifts - JSC  « TATMEL - Lift » (Elabuga).

Rauzil  Khaziev  reminded   that within  two years all apartment houses in republic should be provided with  utility meters   (both all - house  and  per apartment). For today municipal formations   and Leasing fund have defined the basic sources of financing on installation of all –house utility meters: under the program of major repairs  - 823 meters,   due to means of leasing fund - 706 meters, due to investment programs of the enterprises of suppliers of power resources and local budgets - 1777   meters (  in total,  it  is necessary to  install   3 thousand 306 all housing utility meters).

Rauzil Khaziev  informed that the federal Fund of assistance to reforming of housing and communal services is forming  the Register of emergency houses of subjects of the Russian Federation. We also are going to enter  this  program, Mr. Khaziev  told. For today 757 houses by a total area 168,2 thousand sq. meters    (data from municipal formations)   have been   brought in republic's  electronic base data. Rauzil Khaziev  emphasized   that  some   houses in general are  inexpedient to bring in the register - because of their decay and complexity of repair.

Executive director of the State  housing fund  (SHF)  under RT President  Talgat Abdullin  performed  with a  report on  course of realization of the program on  social mortgage, provision  with habitation  in a  village (the program of agrarian and industrial complex)

He  informed  that last week under the program of agrarian and industrial complex  41 objects (apartment houses) with  the space of  more than 4 thousand  metres  were  commissioned.

Payments in SHF  come  according to the schedule,  by now  14 % of means of  the annual task fulfilled. Talgat Abdullin   named a number  of the enterprises,  which do not carry out payments in SHF. Among them,  in particular, «Nizhnekaqmskshina», « Plant  of cellular concrete »,SMP-PETROGAS, etc.

Talgat Abdullin  informed  that   registration of the land plots on  construction of houses under the program of  social mortgage   in municipal formations is under way.

RT Minister of  labor, employment and social protection  Airat Shafigullin  reported on how  a process of provision with  habitation of  war  veterans   on the eve of   65 anniversary  of the Victory ( till May 1st, 2010  veterans of war and the persons  equal to them should be provided with housing, registered till March 1st,  2005) is on.

In total,  since 2009,   1482 veterans (registered till March 1st, 2005), including  Kazan - 510 persons have been provided with subsidies  for improvement of living conditions.

Out of  this  number  of veterans those  who  expressed intention  to improve living conditions under the program of the social mortgage,    818 persons have been  registered.  1 billion 268 million rbl.  has been  mastered  for these purposes 

RT Prime minister  Rustam Minnikhanov  stated  that the heads  of municipal formations should approach responsibly  regarding   provision of  habitation  for war   veterans.

Besides,  he  noted, that the responsibility for granting  apartments to the veterans who  would like  to improve their living conditions through SHF  lays on State housing fund.

We have promised  the  veterans that they would   receive apartments and nowadays  it is the most important  task, Rustam Minnikhanov  underlined.

Further,   head of the  RT  Government   said   that the program of 2010 on major repairs  of multi-room apartment houses should be completed by October.
