9 November 2010, Tuesday
RT President Rustam Minnikhanov took part in a visit meeting held by Chairman of RF government Vladimir Putin in Ivanovo city “On regional programs on modernizing health care system in RF regions”. The meeting was held in format of video conference.

Opening the meeting, Vladimir Putin noted that regional programs on modernizing health care system should start working in RF regions from January, 1, 2011 and become a logical continuation of national project “Health”. For realization of this project 590 bln. roubles have been allocated for 5 years.

RF Prime Minister stressed that preparation and realization of these programs are priority issues in work of regions’ heads. Financing of health care system from regional budgets should not be reduced under the pretext of receiving money from federal budget.

Head of RF government considers that for the last years substantial positive results have been achieved due to national project “Health”. Duration of life has increased for 3, 7 years and makes 69 years now, birth rate has increased for 20 %, death rate has decreased by 12 %, child mortality rate has decreased by 26 %.

Still by words of Vladimir Putin, many things are to be realized. Social polls show that 65 % of the Russians are not satisfied with quality of medical services. Hospitals lack for modern equipment, skilled staff, 40 % of medical institutions are in need of major repairs and reconstruction.

“Regional programs are expected to improve quality of medical aid”, - RF Prime Minister set the task. By his words, information technologies should be implemented intensively.

RF Prime Minister announced that 460 bln. roubles will be allocated for modernization of health care system in 2011 – 2012.

Head of RF government thinks that successful realization of large-scale goals is possible only due to well-coordinated and systemic work of all levels of authorities, core ministries and departments.
