Ildar Khalikov: “Electronic line” should not become “electronic bureaucracy”

Issues of organizing “electronic line” to Tatarstan kindergartens have been discussed at a meeting in RT Cabinet held by RT Premier Ildar Khalikov.
Opening the event Ildar Khalikov noted that many comments and suggestions on improving “electronic quieing” to Tatarstan kindergartens were being received from parents. Head of RT Government emphasized the importance of feedback with citizens on rendering state and municipal services in electronic format. Ildar Khalikov charged Head of communication Ministry Nikolai Nikiforov with expanding the system of e-services by the opportunity to make comments. Moreover, every comment should be submitted to a relevant department of RT Cabinet Staff. “No doubt some shortcomings appear on implementing new systems and it is important to solve the emerging problems”, - RT Premier said.
Speaking about “electronic line” to Tatarstan kindergartens Ildar Khalikov reminded that it was created to make the registration procedure easier, to follow the line and provide its transparence. “Electronic line” should not become “electronic bureaucracy”, - I.Khalikov stated.
RT Minister of education and science Albert Gilmutdinov informed that since March 22, 2011 all Tatarstan regions had started using electronic lines to register for kindergartens. Since June 1 acquisition of all kindergartens has been implemented in accordance with the system. Currently half of applications are being received on-line.
By words of A. Gilmutdinov among problems emerged within first months of system operation announced by citizens was constant shift in the line. This happens because some parents having registered at one kindergarten decide to change their choice. I.Khalikov asked to prepare suggestions on making alterations in regulatory documents.
Citizens also complain about large number of privilegees. Even after introducing e-queue some municipal formations still provide some privileged for certain groups of citizens. Participants of the meeting suggested making any benefits at republican level only.
RT Minister of info and communications Nikolai Nikiforov made proposal to inform parents about on-line advantages. On receiving a naming of the document and its number, the municipal authorities will have to make all inquiries and confirm validity of privileges without forcing parents to collect the documents.
On May 26, speaking at a briefing in the Cabinet of Ministers of the republic held in a videoconference mode with participation of all municipal regions of Tatarstan and focused on events scheduled for June 1, International Children’s Day, as well as the implementation of the “Summer in Tatarstan” programme, Deputy Prime Minister of the republic Leyla Fazleeva appealed that parents should closely supervise their children during recreational activities near water in order to prevent accidents.
On 18 May ay the CIPR conference in Nizhniy Nogorod the Tatarstan Deputy Prime Minister Roman Shaykhutdinov, the Rector of the Innopolis University Aleksandr Gasnikpov and the Vice-rector of the University Yevgeny Bobrov will take part at round tables session of the conference.
Experts will discuss the role of Tatarstan and Innopolis as one of the key technological centers of the country and how regional innovative platforms help to solve tasks of the whole Russian industry. A special emphasis will be placed on the digital transformation of the oil and gas sector and how large clusters and scientific and technological centers are becoming drivers of industry change.
On 16 May, speaking at a meeting in the Government House of the republic held by the regional Prime Minister Aleksey Pesoshin with participation of the Rais (Head) of Tatarstan Rustam Minnikhanov and all municipalities taking part in it via videoconference, the Minister of Agriculture and Food of the republic Marat Zyabbarov reported that the sowing of spring crops is in full swing in the republic with 1m 38 thousand hectares or 61 per cent of the planned have been sown.
On May 14, on the sidelines of the XVII International Economic Forum “Russia-the Islamic World: KazanForum”, Tatarstan Prime Minister Aleksey Pesoshin and Head of the Federal Service for Accreditation Dmitry Volvach signed an agreement on interaction and cooperation in the development of the halal industry.
