A.Gilmutdinov: reasonable policy for studying state languages is being implemented in Tatarstan

“Information regarding the so-called violations in teaching state languages in Tatarstan is not adequate. Both languages – Russian and Tatar are being taught in republic on equal terms”, - RT Minister of education and science Albert Gilmutdinov said at a briefing “On teaching state languages at RT comprehensive institutions” in formant of video conference in RT Cabinet.
“Based on RF Constitution (article 68) republics within the Russian Federation have the right to establish state languages. Thus, state bilingualism is established by RT Constitution. This constitutional clause about state languages (Russian and Tatar) is reflected in RT laws “About education”, “About state and other languages in RT”. Thus, Russian and Tatar languages are taught equally at comprehensive institutions of republic. This equality is provided by acting regulations on forming curricula in RF subject”, - Head of Ministry of education and science stated.
Albert Gilmutdinov told in details about development of federal basic curricula for 2-9 forms on the basis of state educational standards, - the basic documents of the whole educational system.
RT Ministry of education and science has developed a regional basic curriculum and approximate curricula that include hours for studying Tatar language and literature at the expense of hours of national-regional component. Educational programs corresponding federal state educational standard of primary general education are being realized in primary school. To ensure realization of these programs RT Ministry of education and science has developed 5 models of approximate curricula for primary school on the basis of basic curricula recommended by RF Ministry of education and science. These models imply studying the Russian language and literature 5-8 hours a week. Time given for studying Russian provides necessary level of state standard requirements for Russian language.
The minister noted that complaints about assigning more hours for studying Tatar than Russian had been checked and none of them was right. The same concerns suggestions that studying Tatar language leads to low results in Russian language on passing Unified state exam. Albert Gilmutdinov reminded about results of Unified state exam - 2011 in Russian by which RT students showed better results than upon the whole in Russia.
On 13 April in his congratulatory address on the occasion of the Maecenas and Benefactor Day, Tatarstan Prime Minister Aleksey Pesoshin congratulated residents of the republic with the event and wrote: "Tatarstan has always been known for its generous and kind-hearted people who are ready to help the needy and support important social, cultural and educational projects. We all remember with gratitude the outstanding philanthropists – the Akchurin brothers, the Alafuzovs, and the Ushkovs, whose good deeds and generous donations contributed to the development of culture, education, and healthcare in our republic. The glorious traditions are continued by modern philanthropists and patrons of Tatarstan.
On 12 April in his address to residents of the republic, Tatarstan Prime Minister Aleksey Pesoshin congratulated them with the Space Exploration Day and said: “April 12, 1961 has forever been inscribed into the world history as the day of triumph of the Soviet science and engineering thought. The flight of Yuriy Gagarin opened the way to the stars for the humankind and demonstrated to the whole world the might of our country.
On 4 April , speaking at a closing ceremony of the XX Russian Venture Forum held at the Kazan Expo Exhibition Center, Tatarstan Prime Minister Aleksey Pesoshin said that the Russian Venture Forum has confirmed its status of the point of attraction of technological development leaders.
The Forum created a unified scientific, technological and investment space where scientific ideas are transformed into competitive products, and startups gain access to capital and markets. Its business programme is organically integrated into the regional and federal agenda for achieving technological sovereignty and leadership of Russia, he said.
On 1 April Tatarstan Prime Minister Aleksey Pesoshin and Russian Minister of Healthcare Mikhail Murashko introduced Ayrat Farrakhov, who was appointed the Acting Rector of Kazan State Medical University (KSMU) to its staff.
In his speech Mikhail Murashko emphasized that today KSMU is rightfully considered one of the most respected in the country and said:”Ayrat (Zakievich) has been officially appointed the Acting Rector and I am sure that under his leadership the University will maintain the positions it has achieved and, of course, will continue its development.”
