RT President’s Message to State Council of the Republic of Tatarstan

On September, 15 President of Tatarstan Rustam Minnikhanov delivered the annual Message to State Council of the Republic of Tatarstan

The event was held within the limits of 21st session of RT State Council (Big concert hall named after S.Saidashev). Live TV and radio and on-line broadcast of the session was organized.

Dear citizens of Tatarstan Republic!

A year ago main tasks on economic development and improving living standards of Tatarstan standards were defined in previous message to RT State Council.

Results of 2010 cannot but make us glad. For the first time in Tatarstan history industrial output exceeded 1 trillion roubles. 300 bln. roubles of investments have been attracted in Tatarstan economy. Export of Tatarstan producers has increased by 40 %. Real incomings of population have grown by 7 %. Industrial production has increased by more than 6 %.

Construction complex is stably developing. From the beginning of year housing has been commissioned by 25 % more than for the same period last year. The year is rather successful for agricultural producers. 5 mln. tons of grain have been harvested, 2-year reserve of forage has been procured almost in all regions of republic.

Dear deputies!
In 2012 we will celebrate 20-anniversary of modern Constitution of the Republic of Tatarstan. Adoption of the Constitution was the key event of new historical stage of our development. It is important that Tatarstan has been always for overall consolidation of Russian state based on federalism principles. Contract relations with federal centre have passed the test of time, are secured by legislation and are the essential part of our life.

High level of inter-ethnic concord and tolerant relations with main traditional confessions are important factors of stability. Their harmonization should be the subject of special care of state and public authorities.

Forthcoming elections of State Duma deputies and RF President are very important for public and political development of our country. Activity of parties and national movements is becoming more active, All-Russia national front which unites leading public powers of the country is expanding its activity. In course of primaries of the party “United Russia” many proposals were addressed to future deputies on behalf of our republic.
Our principal position: Tatarstan needs strong party structure supported by citizens.

Dear deputies!
Today Tatarstan is one of the leading regions in Russian Federation. All-round ties with other regions are expanding. People are thoroughly examining our experience. Republic has become recognized far outside the country.
For the past period leaders of Finland, Turkey, Austria, Azerbaijan, Armenia, general secretary of Organization of the Islamic Conference, chiefs of Parliament Assembly of European Council have visited the republic. Interaction of Tatarstan with partners from Arab and Asian counties is developing.
We have to develop external relations more intensively, use existing opportunities of cooperation with UNESCO, European Council, World Bank, European Bank for reconstruction and development (EBRD), Organization of the Islamic Conference, and realize joint projects in economic, cultural and educational spheres more intensively.

Dear deputies and guests!
I would like to dwell on priority areas of our activity that social state of our citizens depends on. Major changes are happening in educational sector. Considerable funds were allocated for the industry. More than 7 bln. roubles were allocated in 2011 for realization of the strategy on developing education in RT “Kilechek”. Much attention was paid to children of pre-school age within the limits of subprogram “Belekech”.

Unfortunately, the republican strategy lacks systemic work, deep insight into the issues, necessary rates of priority measures realization.
Approaches to organizing summer holidays of our children also need changes. In order to improve conditions in which our children spend their holidays, our producers should take part in realization of such programs. Enterprises with high level of social responsibility “Tatneft”, “KAMAZ”,
“Kazanorgsintez” show good example in this issue.

Health care is also characterized by positive changes. Tatarstan takes part in federal programs on improving medical aid in cases of cardiovascular, oncological diseases and injuries, and development of blood service. By ad large, construction and major repairs of 40 objects for the sum of 5,6 bln. roulbes is expected. Republic is the leading region in Russia by stroke treatment. For three years death rate has decreased by 15 %. The largest hospitals in republic – Republican clinical hospital and Children Republican clinical hospital are being modernized in accordance with the latest standards.
Development of high-tech medical aid should be implemented simultaneously with development of disease prevention and the whole heath care system.
Health way of life, healthy food, early diagnostics and early treatment is the basis of forming healthy generation!


Physical culture and sport play an important role in this issue. Republic is consolidating the status of a centre of domestic and world sport.
Due to development of sport, major preparation for Universiade 2013 we acquired the right to host World championship in water sports 2015 and World football championship 2018.
Investments in sport, transport and social infrastructure are completely changing the image of our capital and make it more comfortable and attractive for life.

At the same time many objects and streets of the centre with ruins and mountains of rubbish leave pitiful impressions. The question is what do guests of our capital think about the city after visiting such places? We cannot accept such state of affairs. Commercial benefit cannot prevail over historical heritage that has been created by many generations.

Dear deputies!
Success of realizing republican social projects is defined by state of our economy.
Notwithstanding complex processes at world markets and possible risks for Russian economy favorable tendencies are observed in republic.
In the course of new history Tatarstan has been realizing the strategy of transferring from export-commodity to innovative development of economy with the following priority spheres – processing sectors, mechanical engineering, agro-industrial complex, construction, IT, entrepreneurship. Developed oil and petrochemical industry is our competitive advantage and the basis of innovative-technological economic development.

Dear citizens of Tatarstan!
Economic growth happens where creative atmosphere prevails. Creative people wish to live in such conditions, creative ideas are born then and new technologies are created. Our goal is to create such conditions.
Modernization is not just technical innovations. Its key purpose is to create modern society, moder infrastructure, unification of efforts of population, authorities and business community. It will help us compete at international arena and settle down to a course of development of leading countries.
