Rustam Minnikhanov: “Head of a region should be able to strike a happy medium”

“Head of Russian regions should be able to strike a happy medium in relationships of federal and regional authorities”, - President of Tatarstan Rustam Minnikhanov stated during the discussion at business lunch of Savings Bank of Russia “Russian regions: modernization or marginalization? Formula of success” within the limits of X international investment forum in Sochi. Chairman of the JSC “Savings Bank of Russia” Board German Gref led the discussion.
Head of Savings Bank defined issues to be debated. By words of German Gref there are successful regions in Russia but their achievements are not spread throughout the country. “Why cannot we pass the experience of successful regions, why don’t we see even improvement of living standards? What should we do for it?”, - German Gref said.
In the course of discussion representatives of federal authorities, heads of federation subjects and experts expressed their opinion on measures to be taken for stimulating development of regions. Among proposals were redistribution of powers between federal centre and regions, consolidation of subjects and return of gubernatorial elections.
President of Tatarstan Rustam Minnikhanov took part in discussion. German Gref asked head of republic what is the secret of region’s success. According to Rustam Minnikhanov successful development of the subject is the result of common efforts of federal and regional authorities. “Head of region is a person who should be able to strike a happy medium in any situation working for the benefit of his region and citizens. Unfortunately, it is not always possible”, - RT President said.
“As for me, I try to establish relationships both with federal and local authorities. Competition and fighting between authorities make no good”, - R.Minnikhanov said.
On 26 March Tatarstan Prime Minister Aleksey Pesoshin took part in a meeting of the Council by the Russian Presidential Envoy in the Volga Federal District dedicated to rural demographic policy held by the Russian Presidential Envoy in the District Igor Komarov in Nizhniy Novgorod with participation of heads of federal ministries concerned, representatives of the Federal Assembly and heads of federal entities of the Volga Federal District. The participants of the meeting discussed such topics as the demographic situation, implementation of federal programmes and the best regional practices, and the results of the meeting will be used for preparing comprehensive solutions of such tasks set by Russian President Vladimir Putin as preservation of the population, strengthening health, raising prosperity of people and supporting families.
On 24 March, speaking at a briefing on achievements of preventive medicine last year and plans for 2026 held in the Government House of the republic, representatives of Tatarstan Healthcare Ministry said that medical check-ups are proving their effectiveness in preserving the health and lives of residents of the republic.
Thus the regional Healthcare Minister Almir Abashev informed: “Over the past five years, a clear course has been set to ensure that preventative medicine in the country gains momentum. Starting from 2022 the number of people who should have their medical check-ups in this or that year is growing. We are facing a task of covering more than 70 per cent of elderly people with check-ups by 2030.”
On March 10, the third meeting of the organizing committee on preparation and holding of the 20th anniversary Russian Venture Forum 2026 to be held in Kazan from April 8 to 10, chaired by Russian Minister of Science and Higher Education Valery Falkov and with participation of Tatarstan Prime Minister of the Republic of Tatarstan and co-chair of the forum’s organizing committee Aleksey Pesoshin, President of the Academy of Sciences of Tatarstan Rifkat Minnikhanov, Director of the Investment and Venture Fund of Tatarstan Damir Galiev as well as representatives of federal and regional authorities, development institutions and partner organizations via videoconference, took place.
On 10 March, speaking at a briefing dedicated to the development of the national Max messenger in Tatarstan and held in the Government House of the republic with all municipalities taking part in it via videoconference, the Minister of Digitalization of Public Administration, Information Technologies and Communication of the republic Ilya Nachvin informed that according to the data of March 2026 about 1.5m residents of Tatarstan use domestic Max messenger.
