19 October 2011, Wednesday
During September in Tatarstan 1,223 mln state virtual services have been rendered, more than half of them refer to payment traffic fines. Such data has been manifested today at a meeting on issue of transfer to granting state and municipal services in virtual format. The meeting was held by acting RT President Ildar Khalikov in RT House of Government.
By data of RT Ministry of info and telecom, 33 public services were provided in Tatartsan, in September of 2011 containing 51 e-service. Of total rendered amount of services 57 per cent accounts for ministry of the interiors on RT – traffic fines pay. 18 per cent accounts for RT Ministry of education and science-mostly it goes to fixing children on electronic lineup to kindergarten and queue condition. 12 per cent falls at RT Ministry of healthcare.
Ildar Khalikov noted insufficient active work in number of institutions on transfer of state services into electronic format. For instance, Pension Fund branch renders only 2 state services, in September only 30 men used them. Rospotrebnadzor administration provides 1 service, but no one used it in the past month. Half of ministries and institutions altogether do not provide any state institutions in electronic format. By opinion of I. Khalikov, quite a potential for increasing number of rendered public services may be performed by some institutions and ministries, in particular, ministry of construction, architecture and utilities, State housing fund, Federal tax agency on RT.
Acting RT President Ildar Khalikov paid attention to necessity of adjusting interaction with federal portal of state services, and with federal power bodies. «Even if we have to cancel from our own developments, it needs to be done. It is not end in itself to provide local product, it is important for us for people to feel comfort», - I. Khalikov stressed. He charged to work out a scheme of integration with federal portal.
In conclusion Ildar khalikov pitifully stated insufficient rates of progressing system of public services in e-format for last 3 months. Acting RT President addressed to chiefs of ministries and institutions with request to expose more initiative in implementing new electronic public services having reminded that they are responsible for success in this work.
«Our task is to make people comfortable, provide them more free time, relieve of excessive walking, - Ildar Khalikov stressed. – I hope very much that by November outcomes we would have more serious dynamics in provision of state e-services».
