Tatarstan President Rustam Minnikhanov takes part in RT State Council session

The Tatarstan President Rustam Minnikhanov took part in 23d session of RT State Council of the IV convocation on October 26.
The Tatarstan economy minister Midkhat Shagiakhmetov and finance minister Radik Gaizatullin reported on forecasts of social and economic development for 2011 and planned period of 2013 and 2014, main characteristics of draft of the principal republican financial document.
Radik Gaizatullin marked the draft bill was prepared and put forward to the State Council by The Tatarstan President Rustam Minnikhanov in accordance with the Budget code of the Russian Federation and the Republic of Tatarstan.
According to Midkhat Shagiakhmetov, the growth of population's incomes will be ensured due to the wage hike in real sector and budget sphere, and pension increase. By his words, in 2012 average wage will increase by 16 % in comparison with 2011. This forecast is based upon current trends and predicted data of enterprises and municipalities.
When the minister finished his speech, the Deputy Nikolay Rybushkin asked him a question about construction of social housing. The Tatarstan President Rustam Minnikhanov who took part in the session highlighted that housing by the program of social mortgage is being rapidly constructed in republic. He added that except for the mentioned program the republic takes part in other ones, in particular, the program on citizens’ resettlement from hazardous housing.
The finance minister informed the revenue part of consolidated budget is expected for 2012 in the amount of 134,3 bln roubles, expenditure part - 137,5 bln roubles with deficiency for 3,2 bln roubles. The republican budget is defined as 106,5 bln roubles (revenue part), and 110,1 bln roubles (expenditure part) with deficiency for 3,6 bln roubles.
According to the forecast for 2013, fiscal revenues are planned to be 108,3 bln roubles, fiscal expenditures - 111,5 bln roubles, deficiency- 3,2 bln roubles.
In 2014 the revenue part of the budget will make 114,4 bln roubles, expenditure part - 116,8 bln roubles, deficiency – 2,4 bln roubles.
Deputies asked many questions to speakers in the course of discussion. They mainly concerned construction of social housing, granting housing for orphans, modernization of health care system in terms of rural medicine. Discussion of the principal financial document ended with speeches of parliamentarians.
Finally the budget draft bill for 2012-2014 was approved in the first reading.
“For sure, we always want more, but the budget presented by the President of Republic is aimed at social protection of Tatarstan citizens and meets the tasks announced in the Message to State Council”, Chairman of State Council Farid Mukhametshin summarized.

On 12 April in his address to residents of the republic, Tatarstan Prime Minister Aleksey Pesoshin congratulated them with the Space Exploration Day and said: “April 12, 1961 has forever been inscribed into the world history as the day of triumph of the Soviet science and engineering thought. The flight of Yuriy Gagarin opened the way to the stars for the humankind and demonstrated to the whole world the might of our country.
On 4 April , speaking at a closing ceremony of the XX Russian Venture Forum held at the Kazan Expo Exhibition Center, Tatarstan Prime Minister Aleksey Pesoshin said that the Russian Venture Forum has confirmed its status of the point of attraction of technological development leaders.
The Forum created a unified scientific, technological and investment space where scientific ideas are transformed into competitive products, and startups gain access to capital and markets. Its business programme is organically integrated into the regional and federal agenda for achieving technological sovereignty and leadership of Russia, he said.
On 1 April Tatarstan Prime Minister Aleksey Pesoshin and Russian Minister of Healthcare Mikhail Murashko introduced Ayrat Farrakhov, who was appointed the Acting Rector of Kazan State Medical University (KSMU) to its staff.
In his speech Mikhail Murashko emphasized that today KSMU is rightfully considered one of the most respected in the country and said:”Ayrat (Zakievich) has been officially appointed the Acting Rector and I am sure that under his leadership the University will maintain the positions it has achieved and, of course, will continue its development.”
