Tatarstan Prime Minister: Purchasing efficiency depends not only on cost savings but also purchased goods quality

On January 22, Tatarstan Prime Minister Aleksey Pesoshin took part in a summing-up meeting of the State committee on procurement.

During the period from January 1 to December 31, 2017, the committee carried out 1,365 central procurements with the total amount of 6.2 billion roubles, with 71.5 per cent of agreements signed with local producers.

Chairman of the State Committee on Procurement of the republic Olga Redko reported that 77 violations in state purchases with the starting price of 50 million roubles have been found. Publishing notification in unified information system, earlier than 10 days since the date when changes have been made in the schedule of purchase, is the most frequent violation (60 cases). As many as 14 cases of posting the documents to hold procurement without specifying identification code were recorded.

Besides, the committee revealed the cases of violations of time frames required for publishing of protocols to consider the applications submitted (two cases), and facts of reducing the time submission of application for participation in tender.

As of 2017, Tatarstan customers concluded contracts on small-scale procurements with the total amount of 10.7 billion roubles which makes 8.7 per cent of the total amount of concluded contracts.

According to Chairman of the State committee on procurement, 3.04 billion roubles were saved on state purchases during the reported year in Tatarstan.

Pesoshin said that purchasing efficiency depends not only on cost savings but also purchased goods quality and services. “The fact of significant saving by tender does not always say that it is good. It could be due to customer’s incompetence, which has set initial overcharge of envisaged procurement. That is why we should take a balanced approach,” he said.

Informatization plays an important role for ensuring the competition, transparency and efficiency of purchasing, Prime Minister said. He asked to continue the work on implementation of advanced information technologies in the field of regional procurements.

Pesoshin appreciated the results of the work in 2017, and wished fruitful work in the current year.
