Heads of Volga federal district discussed redistribution of powers in Kazan

A Round table on perfecting inter-budgetary relations with participation of governors and chiefs of financial bodies of the VFD, head of municipalities took place in today in Kazan.
The meeting was held by RF minister of finance Anton Siluanov, RT President R.N. Minnikhanov also took part in it.
Opening the session Anton Siluanov reminded that President of Russia Dmitry Medvedev set a course for decentralization of federal powers and transfer them to regional and local level of power.
Simultaneously with the powers it is necessary to deliver relevant financing.
The proposals of the VFD heads of the regions on issues of delivering financing and perfecting inter-budgetary relations have been debated today at the roundtable.
Anton Siluanov, in particular, marked that presently each of delegated by federal center powers is provided by separate subvention to the region.
Head of RF Ministry proposed to unite them so as each territorial unit or of federal ministry or establishment had only one subvention.
President of Tatarstan Rustam Minnikhanov in his turn paid attention to doubling of some functions by territorial units of federal ministries and institutions and regional power bodies.
By opinion of head of the republic, first of all, one should consider transfer namely of these doubling functions to the regions.
Representatives of number of other VFD regions voiced for the necessity of delivering to the regions not only powers but relevant financing.
Anton Siluanov informed that since year 2013 number of federal powers would be passed to the regions as delegated, and financed by subventions from the federal budget.
By results of 2-3 years of such practice a decision is to made on complete transfer of powers to the regional level with corresponding delivery of financing sources.
During the session various issues were considered, number of proposals made. As Anton Siluanov marked, all suggestions and remarks would taken into consideration by federal leadership in taking up decision on decentralization.

On 12 April in his address to residents of the republic, Tatarstan Prime Minister Aleksey Pesoshin congratulated them with the Space Exploration Day and said: “April 12, 1961 has forever been inscribed into the world history as the day of triumph of the Soviet science and engineering thought. The flight of Yuriy Gagarin opened the way to the stars for the humankind and demonstrated to the whole world the might of our country.
On 4 April , speaking at a closing ceremony of the XX Russian Venture Forum held at the Kazan Expo Exhibition Center, Tatarstan Prime Minister Aleksey Pesoshin said that the Russian Venture Forum has confirmed its status of the point of attraction of technological development leaders.
The Forum created a unified scientific, technological and investment space where scientific ideas are transformed into competitive products, and startups gain access to capital and markets. Its business programme is organically integrated into the regional and federal agenda for achieving technological sovereignty and leadership of Russia, he said.
On 1 April Tatarstan Prime Minister Aleksey Pesoshin and Russian Minister of Healthcare Mikhail Murashko introduced Ayrat Farrakhov, who was appointed the Acting Rector of Kazan State Medical University (KSMU) to its staff.
In his speech Mikhail Murashko emphasized that today KSMU is rightfully considered one of the most respected in the country and said:”Ayrat (Zakievich) has been officially appointed the Acting Rector and I am sure that under his leadership the University will maintain the positions it has achieved and, of course, will continue its development.”
