26 December 2011, Monday
Today President of the Republic Tatarstan Rustam Minnikhanov took part in RF State council session (Moscow).
The session held by RF President Dmitry Medvedev discussed the issues of powers distribution between federal and regional state bodies and the ways of perfecting inter-budget relations. We remind that earlier Dmitry Medvedev held number of meetings dealing with decentralization themes and touched this subject during his Address to the Federal Assembly (December 22, 2011).
Today Dmitry Medevedev designated the most important approaches and the main problems faced by decentralization. First of all, this is increasing number of powers delegated from federal levels to regional. In number of cases performance of separate federative authorities at regional level might be more effective. Besides, in opinion of RF President, the regions should receive the right to put question on delegating them such powers. A list of such proposals should be submitted, he said.
Summarizing reports were sounded by vice RF Chairman of Government, chief of working group on legal issues of redistribution of powers between federal and regional state executive bodies of RF subjects Dmitry Kozak and chairman of Federation Council Valentina Matvineko and some governors.
