10 million times state services in electronic format rendered in Tatarstan for 2011

During 2010, in Tatarstan, the state and municipal services have been rendered 10 million times in an electronic format.
This data were announced today at the RT Cabinet meeting on issues of transfer to granting state services in electronic format. The meeting was held by RT Prime minister Ildar Khalikov.
As Ildar Khalikov mentioned opening the meeting, the year 2011 has become a breakthrough for the ministries and institutions in the sphere of granting state services in e-format.
«Considerably, in times, in some cases dozen times, number of electronic services provided to the population has increased, - head of RT Government stressed. – And this is a means of raising life quality of Tatarstaners by way of freeing from the need to go to the banks, state and municipal institutions».
According to the data brought by RT Premier, in total, in 2011 almost 7 million enquiries have been made for rendering services in e-format. 1,2 mln. payments performed in amount of over 390 mln. rub. 2 mln. citizens recorded for reception. All in all, for 2011 year 10 mln. facts of rendering state and municipal e-services have been fixed.
The Portal of state and municipal services of the republic has registered 1,2 mln. unique visitors perused over 25 mln. pages.
By words of Ildar Khalikov, despite for the good results, one ought to continue active work on implementing state services in e-format.
On number of services the necessary indices have been reached, on number of them good dynamics is observed but the work should be kept going for not less 50 percent of services granted by each ministry, institution be made in electronic format.
Head of the RT Government thanked also the chiefs of municipalities who actively conduct the work on introducing e-systems of granting municipal services.
By words of I. Khalikov, many services in e-format are much important for the village than for the town since they enable to get rid of far travels to the regional centers.
RT Prime minister reminded all schools of Tatarstan are provided with access to Internet and this is a good opportunity to grant services in e-format even in the most distanced villages and settlements.
Vice RT Premier – minister of info and communication Nikolai Nikiforov informed that 86 e-services have been provided in December in the republic. 56 percent of their total number account for the Ministry of the interiors on RT – mostly for payment of GIBDD fines. 17 percent fall at RT Ministry of education and science, 12 percent for RT Ministry of healthcare.
In total, by data of the RT head of ministry of communication, for 2011 year thanks to provision of e-services the residents of the republic have saved 8,7 mln. person-hours. The most popular services in e-format by results of 2011 are reckoned recording on queue to kindergarten and submitting application for concluding marriage – more than a half of total number of these service were rendered through Internet.
During the meeting RT PM Ildar Khalikov expressed opinion on necessity for creating competition between payment systems and banks making possible to pay state and municipal services. By words of RT PM functioning of 4-5 payment systems enables to reduce commission for accepted payments, raise comfort and attractiveness of state e-services.
On 13 April in his congratulatory address on the occasion of the Maecenas and Benefactor Day, Tatarstan Prime Minister Aleksey Pesoshin congratulated residents of the republic with the event and wrote: "Tatarstan has always been known for its generous and kind-hearted people who are ready to help the needy and support important social, cultural and educational projects. On 12 April in his address to residents of the republic, Tatarstan Prime Minister Aleksey Pesoshin congratulated them with the Space Exploration Day and said: “April 12, 1961 has forever been inscribed into the world history as the day of triumph of the Soviet science and engineering thought. The flight of Yuriy Gagarin opened the way to the stars for the humankind and demonstrated to the whole world the might of our country.
On 4 April , speaking at a closing ceremony of the XX Russian Venture Forum held at the Kazan Expo Exhibition Center, Tatarstan Prime Minister Aleksey Pesoshin said that the Russian Venture Forum has confirmed its status of the point of attraction of technological development leaders.
The Forum created a unified scientific, technological and investment space where scientific ideas are transformed into competitive products, and startups gain access to capital and markets. Its business programme is organically integrated into the regional and federal agenda for achieving technological sovereignty and leadership of Russia, he said.
On 1 April Tatarstan Prime Minister Aleksey Pesoshin and Russian Minister of Healthcare Mikhail Murashko introduced Ayrat Farrakhov, who was appointed the Acting Rector of Kazan State Medical University (KSMU) to its staff.
In his speech Mikhail Murashko emphasized that today KSMU is rightfully considered one of the most respected in the country and said:”Ayrat (Zakievich) has been officially appointed the Acting Rector and I am sure that under his leadership the University will maintain the positions it has achieved and, of course, will continue its development.”
