Rustam Minnikhanov: Department of federal service of state registration, cadastre and cartography on RT fulfilled a lot of work in 2011

The Department of federal service of state registration, cadastre and cartography on RT made a lot in 2011, Tatarstan President Rustam Minnikhanov stated at a board session of the institution "On results of activity of Department of federal service of state registration, cadastre and cartography on RT and FGU "Land cadastre chamber" in 2011 and tasks for 2012".

Head of the department - chief state registrar of the Republic of Tatarstan Azat Zyabbarov summarized work of the institution for last year and told about plans for 2012. He informed the largest number of registered rights and transactions were recorded in 2010. In 2011 the record level was held. By and large 900 thousand rights and real estate transactions have been registered for the past period.

Head of Department of federal service of state registration, cadastre and cartography on RT stressed the number of registered mortgages is increasing. 80 thousand mortgages were registered by results of last year.

Azat Zyabbarov informed a geo-information program for recording inspections in terms of observance of land legislation was developed and put into operation by initiative of the Department in order to increase efficiency of state land supervision. The program does not have any prototypes in Russia.

Last year state inspectors on use and protection of lands revealed 8 cases of land law violation, 6 thousand people were brought to responsibility.

Azat Zyabbarov told about e-services rendered by the Department. Currently services of Department of federal service of state registration, cadastre and cartography on RT are available in electronic format on the web-site of the Department and Portal of state and municipal services.

Thus, one can make an appointment with a specialist in any territorial unit, inquire about ready documents using the number of receipt. Moreover, via e-queue one can pass first-come-first-serve queue and make an appointment in advance. Currently 70 % of customers are received via e-queue.

Azat Zyabbarov told about plans for 2012. One of the tasks is implementation of new technologies for rendering services in a highly efficient and convenient way.

Tatarstan President Rustam Minnikhanov commented on results of activity of Department of federal service of state registration, cadastre and cartography on RT in 2011 and defined the tasks for 2012. He noted the Department is closely related to all agencies and enterprises. Therefore, it is important to provide accurate and up-to-date information in time.

“Professional skills, use of information technologies, efficient and well-organized work helped to ease those complaints addressed to your service. Today you are leaders in use of information technologies”, RT President said.

The President noted activity of registration bodies in the sphere of large investment projects being realized in Tatarstan such as TANECO, Ammony, Universiade objects.

Speaking about the rise in number of registered mortgages Rustam Minnikhanov said this fact speaks about economic growth in Republic. He also recommended focusing on activity of arbitration managers and emphasized the need for high-quality training of qualified cadastral engineers.

RT President also considers opening of multi-purpose centre in municipal regions a priority objective.
