Ildar Khalikov: we worry about the fate of released people

Tatarstan leadership is ready to support the Department of Federal Penitentiary Service on RT in rehabilitation and providing employment for prisoners, Tatarstan PM Ildar Khalikov stated at a debriefing of the Department of Federal Penitentiary Service on RT.
In the event took part Tatarstan prosecutor Kafil Amirov, chief federal inspector on RT Rustam Idrisov, Secretary of RT Security council Valery Vlasov.
According to the Head of department Daufit Khamadyshin 13501 people were kept in penitentiaries of the Department of Federal Penitentiary Service on RT for January, 1, 2012.
Reformation of the system of criminal punishment execution implies conversion of existing penitentiaries into new-type institutions. Thus, two main types of institutions will be founded instead of penitentiary colonies, - prisons and colony settlements.
Daufit Khamadyshin informed use of technical control equipment is developing. Also from April 2011 the so-called “social lifts”, - the system of objective assessment of prisoners’ behavior, have started functioning in Tatarstan penitentiaries. In accordance with this system assessment is carried out weekly.
Daufit Khamadyshin focused on poor employment of prisoners. Thus, only 30 % of prisoners were employed in penitentiaries.
Tatarstan prosecutor Kafil Amirov made some comments on work of the Department of Federal Penitentiary Service on RT. He noted operative situation is still uneasy in penitentiaries. The number of law-breaking cases and crimes is increasing, the volume of withdrawn alcohol homemade drinks has increased twice.
Kafil Amirov also emphasized in some penitentiaries operational procedures are implemented without observance of proper safety measures and necessary licenses. He stressed republican prosecutor’s office will struggle for closing such institutions in case problems are not resolved.
Tatarstan PM Ildar Khalikov noted the staff of penitentiary service has to carry out such hard work. He considers rehabilitation of prisoners, organization of labor activity to be very important issues. By words of PM penitentiary system in Republic needs growth in production. At the same time Ildar Khalikov noted a considerable increase of production parameters in 2011.
The system of “social lifts” demonstrates good example, PM said. By his words, it ensures transparence and enables a prisoner to see goals he must strive for. Head of RT Government urged to use all technical innovations in work of penitentiary bodies to the full extent.
Ildar Khalikov expressed concern over increase in law-breaking cases in places of imprisonment, particularly crimes related to the staff of penitentiary institutions.
PM put much emphasis on human resources of the Department of Federal Penitentiary Service on RT. He believes it is important to pay attention to staff training and retraining.
Upon the whole Head of RT Government positively assessed work of the Department of Federal Penitentiary Service on RT.

On 4 April , speaking at a closing ceremony of the XX Russian Venture Forum held at the Kazan Expo Exhibition Center, Tatarstan Prime Minister Aleksey Pesoshin said that the Russian Venture Forum has confirmed its status of the point of attraction of technological development leaders.
The Forum created a unified scientific, technological and investment space where scientific ideas are transformed into competitive products, and startups gain access to capital and markets. Its business programme is organically integrated into the regional and federal agenda for achieving technological sovereignty and leadership of Russia, he said.
On 1 April Tatarstan Prime Minister Aleksey Pesoshin and Russian Minister of Healthcare Mikhail Murashko introduced Ayrat Farrakhov, who was appointed the Acting Rector of Kazan State Medical University (KSMU) to its staff.
In his speech Mikhail Murashko emphasized that today KSMU is rightfully considered one of the most respected in the country and said:”Ayrat (Zakievich) has been officially appointed the Acting Rector and I am sure that under his leadership the University will maintain the positions it has achieved and, of course, will continue its development.”
On 31 March in the Government House of the republic Tatarstan Deputy Prime Minister Leyla Fazleeva hold a meeting of the Commission on the Russian language under the Rais of Tatarstan, which considered key issues of supporting and developing Russian language, including new educational initiatives and discussed programmes of popularization of Russian literature and activities to preserve the language heritage.
