Tatarstan may become pioneer in adopting new technology of bitumen oil production

Specialists of the republican oil industry have considered the opportunity of using an advanced foreign technology for producing bitumen oil from oil-bearing sands at a meeting in RT Government House today.
The meeting was held by first RT vice-premier Ravil Muratov with participation of Aide to RT President Rinat Sabirov, Director general of JSC “Tatneftehiminvest-holding” Rafinat Yarullin, deputy minister of energy Irina Larochkina, academician of RT Academy of sciences Renat Muslimov.
Brack Capital Energy Limited officials presented their technology.
The company’s Director general Rami Wates informed that new technology implies extraction of bitumen from oil-baring sand using special equipment.
According to the BCE representatives, development of the technology started in 1980s in Canada where sands contain much oil. However, oil was a cheap product that time and explorations were stopped. In 2005 BCE started working in this area again, and first pilot unit was launched last year in China. There are no similar patented technologies in the world, the company’s executives say.
In Russia, the explored reserves of bitumen oil in oil-bearing sands make 350 mln barrels, many reserves were found in Tatarstan. Thus, new technology is supposed to be tested in republic.
BCE is willing to produce units for extracting bitumen oil in Tatarstan, open a research center and build a plant producing oil extraction units in future, Rami Wates said.
First RT vice-premier confirmed that new technology is interesting for republic and presented parameters meet requirements of the Tatarstan oil industry. He addressed specialists with requirement to consider prospects of adopting new technology in Tatarstan in the nearest time.
On 8 May, speaking at a meeting held by the Rais (Head) of Tatarstan Rustam Minnikhanov in the Government House of the republic with participation of the Acting Chairman of the State Council of the republic Marat Akhmetov and the regional Prime Minister Aleksey Pesoshin, the Minister of Construction, Architecture and Housing Utilities Sector of the republic Marat Ayzatullin reported that capital overhaul of social facilities is in full swing in the republic with 170 educational facilities having been included into regional and federal programmes.
On 4 May at a briefing held in the Tatarstan Government House it was told that currently there are 92 combat veterans, the last witnesses of the Great Patriotic War (WW II) of 1941-1945, living in the republic. The briefing also informed about veterans’ support measures and how the republic is planning to celebrate the Victory Day on 9 May.
The Deputy Prime Minister of the republic Leyla Fazleeva told that names of 353 Heroes of the Soviet Union from Tatarstan “ are immortalized in street names, on memorials, in monuments and squares and, of course, in our memory”. “The Victory Day is the day of memory, mourning and joy. It is the event which today should be clearly understandable to all young people and younger generation of Tatarstan,” she said.

On 24 April in the Government House of the republic, Tatarstan Prime Minister Aleksey Pesoshin held a joint meeting the Council for Enforcement of Legislation of Languages of Tatarstan and the organizational committee for celebrations of the 140th birthday of Gabdulla Tukay which summarized results of work of the regional law enforcement on official languages of the republic and considered progress of the implementation of the plan of main events for preparation and celebration of the 140th birthday of Gabdulla Tukay .
