Project of new satellite city Kazan Smart City to be realized in Tatarstan

The project of new satellite city "Kazan Smart City" is to be realized in Tatarstan. The satellite city will be constructed close to the international airport Kazan at the area of 350 hectares.
Technical and financial issues of the project have been discussed at a meeting of the Tatarstan President Rustam Minnikhanov with officials of Malaysian consortium (AMANAH Capital Group, Straits Consulting Engineers), the largest conglomerate of the United Arab Emirates (TECOM Investments) and Siemens company.
Welcoming attendees of the meeting, Rustam Minnikhanov said that realization of the project seems to be interesting for republic in the context of provision of new jobs, involvement of small and medium-size companies, increase of Tatarstan’s investment attractiveness, and adoption of smart and energy-resource saving technologies.
Presentation of the project was organized for the President. He was told about the project concept, attraction of experts and companies having great experience in successful implementation of smart city projects in a number of countries and adoption of smart infrastructure technologies.
Main developer of the master plan is “AGM Planning and Urban Design Group” - the largest developer of master plans of big infrastructure projects in Malaysia. JSC “Tatinvestgrazhdanproekt” will act as a technical partner.
Siemens experience in terms of infrastructure and energy saving technologies will be used when implementing the project. One of the model projects of the company is Masdar city (Abu Dhabi, UAE).
Major Russian and international financial institutions will render financial consulting aid in the context of project creation and management.
To the point, the project Kazan Smart City was presented by the Investment Development Agency at the international forum KAZANINVEST 2012. The satellite city is supposed to become a new business center of the Republic of Tatarstan and attract big international, Russian and Tatarstan companies.
Kazan will enjoy modern world-class infrastructure comprised of the exhibition and conference center, administrative center, educational and health care areas, and high-tech production zone. Export, insurance and financial companies, outsourcing, business, scientific and research centers and government organizations will be potential residents of the Kazan Smart City.
Railway aeroexpress line that will connect the Kazan international airport and the city center will pass through the satellite city.
According to the concept, the project will meet the following criteria: smart technologies and social infrastructure, energy saving technologies and “green” zones in the sphere of urban planning. Special conditions will be provided for businessmen on the territory of the Kazan Smart City (notably, “one stop” principle, tax benefits, minimal cost of connection to engineering infrastructure).
On 31 January, speaking at a meeting held by the Rais (Head) of Tatarstan Rustam Minnikhanov in the Government House of the republic with participation of the regional Prime Minister Aleksey Pesoshin and all municipality regions taking part in it via videoconference, the regional Deputy Minister of Construction, Architecture and Housing Utilities Sector Damir Shaydullin reported that capital overhaul of nine school in eight municipalities of the republic has started.
On 28 January Tatarstan Prime Minister Aleksey Pesoshin took part in an extended joint meeting of the Main Directorate of Russian Emergencies Ministry for Tatarstan and a collegium of the Ministry for Civil Defense, Emergency Management and Natural Disaster Response of the republic which summarized results of work of the territorial subsystem of the unified state system for the prevention and elimination of emergency situations of the republic in 2025 and set tasks for 2026.
In his keyword report the Head of the Main Directorate Irek Kadamov informed that there were 3 758 man-caused fires in the republic which killed 128 people and injured 177. Through joint efforts, we have managed to reduce the number of man-caused fires by more than 10%, the number of injured by 12 per cent, however the number of killed increased by 13 people, he said.
On 28 January at a ceremony held as a part of a meeting summarizing results of work of the territorial subsystem of the unified state system for the prevention and elimination of emergency situations of the republic in 2025 and setting tasks for 2026, Tatarstan Prime Minister Aleksey Pesoshin and the Head of the Main Directorate of Russian Emergencies Ministry for Tatarstan Irek Kadamov handed in keys for 24 new fire and rescue vehicles purchased at the expense of the regional budget to units of the Directorate and Tatarstan Emergencies Ministry.
On 27 January, speaking at an extended meeting of the Tatarstan Prosecutor’s Office which summarized results of work of the Office for 2025 and set tasks for strengthening law and order in 2026 and which was held with participation of Russian Deputy General Prosecutor Nikoly Shishkin and the Chief Federal Inspector for the republic Viktor Demidov, Tatarstan Prime Minister Aleksey Pesoshin thanked employees of the Office for good work and high professionalism.
