Rustam Minnikhanov: “The share of large-panel housing construction must be increased”

The Tatarstan President Rustam Minnikhanov has called for using advanced technologies of large-panel construction more actively upon realization of the republican construction programs at an extended session of the RT Ministry of Construction, Architecture, Housing and Utilities in Naberezhnye Chelny.
The session was dedicated to results of work of the construction sector in the first half of 2012 and prospects of developing industrial housing construction in Tatarstan.
Opening the session, the President reminded that a house-building factory had opened in Naberezhnye Chelny after reconstruction.
Rustam Minnikhanov informed that within six months of 2012 works have been implemented for the sum of 77,4 bln roubles at the objects of capital construction (that is 9,5 % more than in the first half of 2011).
According to Rustam Minnikhanov, a lot of different objects are being constructed in republic, notably objects of transport and sport infrastructure for Universiade-2013, health care objects. Construction of medical and obstetrical stations, capital repair of housing and schools are being conducted.
Among large-scale industrial construction projects are OAO TANECO hydro cracking complex, new plant “Ammoni”, development of SEZ Alabuga, innovation city “Innopolis”, and agro-industrial park.
Rustam Minnikhanov noted that Tatarstan takes the first place in Volga Federal District and the third place in Russia by housing construction volume.
President of republic focused on modernization of the construction industry. He supposes that the attitude to large-panel housing construction must be changed.
The Minister of Construction, Architecture, Housing and Utilities Irek Faizullin reported on the situation in the industry. Representatives of research institutes and industrial companies told about prospects of large-panel construction.
Finally, the Tatarstan President summarized the session.
“We estimate work of our construction sector as satisfactory. We have the potential that should be developed,” he said.
Rustam Minnikhanov called for using new opportunities of the Naberezhnye Chelny house-building factory in republican construction programs, focusing on issues of high-quality implementation of capital repair, solving problems of people participating in shared construction and preparation of housing stock for the winter period.
On 9 May Tatarstan Prime Minister Aleksey Pesoshin took part in a ceremony of laying flowers to the monument “The victorious soldier” dedicated to the celebrations of the Day of Victory in the Great Patriotic War (WW II) 1941-1945 and held at Arsk cemetery in Kazan.
On 8 May, speaking at a meeting held by the Rais (Head) of Tatarstan Rustam Minnikhanov in the Government House of the republic with participation of the Acting Chairman of the State Council of the republic Marat Akhmetov and the regional Prime Minister Aleksey Pesoshin, the Minister of Construction, Architecture and Housing Utilities Sector of the republic Marat Ayzatullin reported that capital overhaul of social facilities is in full swing in the republic with 170 educational facilities having been included into regional and federal programmes.
On 4 May at a briefing held in the Tatarstan Government House it was told that currently there are 92 combat veterans, the last witnesses of the Great Patriotic War (WW II) of 1941-1945, living in the republic. The briefing also informed about veterans’ support measures and how the republic is planning to celebrate the Victory Day on 9 May.
The Deputy Prime Minister of the republic Leyla Fazleeva told that names of 353 Heroes of the Soviet Union from Tatarstan “ are immortalized in street names, on memorials, in monuments and squares and, of course, in our memory”. “The Victory Day is the day of memory, mourning and joy. It is the event which today should be clearly understandable to all young people and younger generation of Tatarstan,” she said.
