Ildar Khalikov introduces new Minister of education and science of the Republic of Tatarstan

Engel Fattakhov has become new minister of education and science of the Republic of Tatarstan. Tatarstan’s PM Ildar Khalikov introduced new minister to the staff.
Chief of the Tatarstan President’s Staff Yuri Kamaltynov, ex-minister of education and science of the Republic of Tatarstan and acting rector of the Kazan scientific research technical university Albert Gilmutdinov participated in the meeting.
Tatarstan’s PM acquainted attendees with the Presidential Decree about assignment of Engel Fattakhov.
Ildar Khalikov congratulated Engel Fattakhov on new assignment and handed a symbolic portfolio.

Fattakhov Engel Navapovich was born in 1961 in the Aktanysh region, TASSR; graduated from the Kazan agricultural institute in 1983 with a degree of mechanical engineer, got the academic degree “candidate of technical sciences”.
Engel Navapovich started working in 1983 as a supervising engineer at the Aktanysh regional office “Selkhoztekhnika”. In 1984 he was elected the second secretary of the Aktanysh regional committee of the All-Union Leninist Young Communist League.
From 1985 to 1987 Engel Fattakhov worked as chief mechanical engineer at the Aktanysh agricultural department and chief engineer at the regional association “Selkhozkhimiya”.
1987-1989 – elected as secretary of the party committee of “40 years of Victory” kolkhoz of the Aktanysh region.
After postgraduate course he worked as a teacher at the agricultural institute (1989-1993). 1993-1998 – deputy, first deputy head of administration of the Aktanysh and Sarmanovo regions.
From 1998 to 2006 Engel Fattakhov was Head of administration of the Aktanysh region and Chairman of the Aktanysh regional Council of People's Deputies; since 2006 – head of the Aktanysh municipal region of the Republic of Tatarstan.
Fattakhov Engel Navapovich holds the title of Honoured agricultural worker of the Republic of Tatarstan (2002),was awarded with medals “For merits in holding All-Russia population census” (2002), “In memory of 1000th anniversary of Kazan” (2005), “For agriculture research papers” (2007), medal of the Republic of Tatarstan ”For valorous labour” (2011), and Letter of Gratitude of the Tatarstan President (2003).
On 15 December, speaking at a meeting of the competition committee of the regional public competition “The Manager of the Year” about its results in 2025, Tatarstan Prime Minister Aleksey Pesoshin said that the list of 155 participants (nominees), who are heads of enterprises and organizations from various industries and sectors of the economy, for the competition was formed based on recommendations from regional ministries and departments, city and district municipalities, employers' associations and the Federation of Trade Unions of the republic.
On 6 December speaking at a regional meeting held by the Rais (Head) of Tatarstan Rustam Minnikhanov in the Government House of the republic with all municipalities taking part in it via videoconference, the regional Minister of Construction, Architecture and Housing Utilities Sector Marat Ayzatullin reported about progress in implementation of the of multi-apartment houses capital overhaul programme.
On 5 December, congratulating volunteers with the International Volunteers Day, Tatarstan Deputy Prime Minister Leyla Fazleeva wrote in her address: “
Your boundless kindness, sincere desire to help others and active civic position deserve special recognition and deep gratitude. There are over 5,000 volunteer associations operating successfully in Tatarstan, with a total membership of over 220,000 caring people of all ages and professions. Every year the contribution of volunteers into public life of the republic becomes more noticeable.
On 4 December Tatarstan Deputy Prime Minister Shamil Gafarov, who is the Chief of Staff of the Office of the Cabinet of Ministers of the republic, took part in a strategic session on the establishment of an inter-university campus in the republic being held at the Kazan Aircraft University on 4-6 December with participation of more than 100 people and more than 40 experts in politics, economy, science, education and industry from all over Russia.
