Federal law “On the stimulation of voluntary pension savings” comes into effect from 2009 in Russia

During the traditional brifing at the House of Government the administrator of the Pension Fund Department in the Republic of Tatarsatan Marsel Imamov talked to journalists about the system of voluntary pension savings stimulation established to increase citizens’ pension provisions.
Thus, according to the fedral law “On the stimulation of voluntary pension savings” the citizen can expect to receive government support in pension savings forming in case between October 1, 2008 and October 1, 2013 he or she files an application of voluntary accessing jural relationship of obligatory retirement insurance for the purpose of paying additional insurance payments for the accumulation part of retirement pension.
If employee annual payment makes up not less than 2000 rubles the state places on the employee individual personal account 1000 rubles for each 1000 rubles of voluntary payments (but no more than 12000 rubles per year). For individuals who had attained the retirement age and did not apply for setting any part of retirement pension the state transfers 4000 for each 1000 rubles (but no more than 48000 rubles per year).
Thus, employee can pay any amount of annual voluntary payment but not less than 2000 rubles. The state, on its part, is ready to co-finance only 12000 rubles of annual payments, or 48000 (for working pensioners who do not receive the retired pay).
Marsel Imamov argues that additional means can also be placed on citizens’ personal accounts by employer. These additional insurance payments for benefit of insured individuals transfered by employer on his own initiative are not co-financed by the state, but such payments provide good impetus for employee.
On 21 April, speaking at a briefing in the Government House of the republic, the Head of the Russian Federal Tax Service for Tatarstan Marat Safiullin said that slightly more than one week is left to file an income tax return for 2025 with the tax service. According to the results of the tax campaign 5.5.bn rubles should come to the regional budget, he said and informed who should submit declarations and who is entitled to benefits.
On 13 April in his congratulatory address on the occasion of the Maecenas and Benefactor Day, Tatarstan Prime Minister Aleksey Pesoshin congratulated residents of the republic with the event and wrote: "Tatarstan has always been known for its generous and kind-hearted people who are ready to help the needy and support important social, cultural and educational projects. We all remember with gratitude the outstanding philanthropists – the Akchurin brothers, the Alafuzovs, and the Ushkovs, whose good deeds and generous donations contributed to the development of culture, education, and healthcare in our republic. The glorious traditions are continued by modern philanthropists and patrons of Tatarstan.
On 12 April in his address to residents of the republic, Tatarstan Prime Minister Aleksey Pesoshin congratulated them with the Space Exploration Day and said: “April 12, 1961 has forever been inscribed into the world history as the day of triumph of the Soviet science and engineering thought. The flight of Yuriy Gagarin opened the way to the stars for the humankind and demonstrated to the whole world the might of our country.
On 4 April , speaking at a closing ceremony of the XX Russian Venture Forum held at the Kazan Expo Exhibition Center, Tatarstan Prime Minister Aleksey Pesoshin said that the Russian Venture Forum has confirmed its status of the point of attraction of technological development leaders.
The Forum created a unified scientific, technological and investment space where scientific ideas are transformed into competitive products, and startups gain access to capital and markets. Its business programme is organically integrated into the regional and federal agenda for achieving technological sovereignty and leadership of Russia, he said.
