First RT Vice-premier Boris Pavlov: “Lack of state financing and qualified staff are the main problems of defence-industrial complex modernization.”

Professional staff training, development of innovative projects and their financing from RF finance institutions of development are the first-priority spheres for the development of defence-industrial complex (DIC) enterprises. First RT Deputy Prime Minister Boris Pavlov announced this fact, holding the speech on 30, July in Russian Manufacturers & Businessmen Union and (RMBU) at the meeting concerning the problems of scientific-technical potential of DIC and its technological modernization.
Participants of the meeting came to consensus in the assessment of modernization problems in DIC – the main problem is lack of qualified staff along with insufficiency of state financing.
It’s meant that at the forthcoming September meeting of RF Security Council the recommendations of RMBU on DIC will be the basis of RMBU official speech and will be the part of decision project.
After short description of development dynamics of RT DIC enterprises, Boris Pavlov noteв that in spite of advanced growth of production volume at the RT DIC enterprises, its share in total production volume becomes lower. So, the production level in comparison with 1990 has become low enough than in industry upon the whole. The government order volume is still low (it doesn’t provide break-even production).
In spite of difficult conditions of RT DIC enterprises development, it is still the main source of innovation component increase in total volume of industrial production. So, the share increase of innovative production in RT industry made 17 % in 2007, while at enterprises of military-industrial establishment (MIE) it reaches 50-60 % from the total production volume.
Pavlov paid a special attention to the project “Management of graduate students’ professional competence development with the participation of enterprises-employers.” that is realized in A.N. Tupolev Kazan State Technical University. In the process of project group work new valuable experience of factory-university interaction has been received, and graduate qualification works of diploma students were given a high mark of State certification commission.
For realization of this project there was formed the complex of events on development and introduction in Engineer-Economic Institute of bachelors’, specialists and masters training system in polyprofessional study-project groups. The order of group recruitment and student motivation is realized during the whole education period and doesn’t cover the whole contingent.
RT has become a unique “polygon” for working out of staff training system for highly-technological economic sector.
In other speeches of meeting participants it was noted that DIC has considerable development potential but demands active participation of the government in the decision of a major task of production modernization. One of the ways to decide the problem is federal target program on technological re-equipment of DIC enterprises.
The meeting was held by the manager of RMBU commission on DIC V.K. Glukhih. The head of federal service on defence order (Rosoboronzakaz) Sergey Maev, the Director of Department on interaction with branch associations V.M. Cherepov, Deputy Director of Department on interaction with branch associations S.A. Stepanov, also the officials of ministries and establishments of federal and regional level, heads of enterprises and scientific institutions of DIC, officials of public scientific organizations.
On 5 May, speaking at a regular meeting held by the Rais (Head) of Tatarstan Rustam Minnikhanov in the Government House of the republic with participation of the regional Prime Minister Aleksey Pesoshin and all municipalities taking part in it via videoconference, the Minister of Construction, Architecture and Housing Utilities Sector of the republic Marat Ayzatullin informed that currently 63 school catering units are under repairs with the amount of work completed reaching 15 per cent.
On May 26, speaking at a briefing in the Cabinet of Ministers of the republic held in a videoconference mode with participation of all municipal regions of Tatarstan and focused on events scheduled for June 1, International Children’s Day, as well as the implementation of the “Summer in Tatarstan” programme, Deputy Prime Minister of the republic Leyla Fazleeva appealed that parents should closely supervise their children during recreational activities near water in order to prevent accidents.
On 18 May ay the CIPR conference in Nizhniy Nogorod the Tatarstan Deputy Prime Minister Roman Shaykhutdinov, the Rector of the Innopolis University Aleksandr Gasnikpov and the Vice-rector of the University Yevgeny Bobrov will take part at round tables session of the conference.
Experts will discuss the role of Tatarstan and Innopolis as one of the key technological centers of the country and how regional innovative platforms help to solve tasks of the whole Russian industry. A special emphasis will be placed on the digital transformation of the oil and gas sector and how large clusters and scientific and technological centers are becoming drivers of industry change.
On 16 May, speaking at a meeting in the Government House of the republic held by the regional Prime Minister Aleksey Pesoshin with participation of the Rais (Head) of Tatarstan Rustam Minnikhanov and all municipalities taking part in it via videoconference, the Minister of Agriculture and Food of the republic Marat Zyabbarov reported that the sowing of spring crops is in full swing in the republic with 1m 38 thousand hectares or 61 per cent of the planned have been sown.
