The development of small enterprises was discussed in RT Cabinet

Today in RT Cabinet the Head of RT Government Rustam Minnikhanov held the meeting concerning the problems of small and medium enterprises development. The subject of discussion was the state support of small enterprises.
RT Vice Premier Ravil Muratov, RT Minister of economy Marat Safiullin, Minister of Informatization and Communications of RT, chairman of RT Committee of small & medium enterprises development Timur Shagivaleev, chairman of RT Chamber of Commerce and Industry Management Shamil Ageev, General Director of GUP “RT Government Work Agency” Yakov Geller, chairman of RT committee of social-economic monitoring Valeriy Kandilov and others attended the meeting.
Chairman of RT Committee of small & medium enterprises development Timur Shagivaleev reported about the problems that restrain the development of small enterprises.
Also the possibility of RT small & medium enterprises participation in government work system, statistic record keeping of small & medium enterprises in republic were discussed at the meeting.
Besides, the project of industrial park “Sinergiya” and the program of RT small & medium enterprises development “Quick legal assistance” were presented to RT Prime Minister.
As Timur Shagivaleev informed in the end of the meeting, today small & medium enterprises face such problems as administrative barriers, absence of access to finance resources.
According to his words the first problem is connected with federal legislation and it can be solved at federal level by initiative of RT Committee of small & medium enterprises development.
“The Committee will finance a number of programs, first of all, the development of small & medium enterprises in manufacture – production of polymers, construcion materials, e.t.c.”, - told Timur Shagivaleev. Tatarstan won the grant
(1 million RUR) for development of small & medium enterprises that will be spend for development of new production in small enterprises. Officials of small & medium enterprises can get this money after presenting business plan for creation of new production.
Besides, RT Committee of small & medium enterprises development finance “RT Leasing Company of small & medium enterprises” that will give means for technological equipment.
The Head of Committee of small & medium enterprises development emphasized that it’s important to subsidize 30 % cost of technological connection to networks with power 1000 kilowatt for small & medium enterprises.
2 new programs that have federal financing (5 million RUR) will be started in Tatarstan in the nearest future. It’s free legal consultation for people who start their own new business (selection of documentation for registration of new enterprise, consultation) and the program “Quick legal assistance” for small & medium enterprises.
Program “Quick legal assistance” is successful in Moscow and businessmen have positive opinion about it. Many businessmen complain about illegal inspections; this project will allow avoiding it.
Today Republic is aimed at creation and development of industrial parks on its territory. First of all they will appear in those Tatarstan regions which already have free labour resources and extra powers in energy resources. The first candidate is “Kamskie Polyany”. Later industrial parks will appear in Zelenodolsk, Chistopol, Leninogorsk. Project financing comes from federal and republic budgets and means of municipal powers.
On 5 May, speaking at a regular meeting held by the Rais (Head) of Tatarstan Rustam Minnikhanov in the Government House of the republic with participation of the regional Prime Minister Aleksey Pesoshin and all municipalities taking part in it via videoconference, the Minister of Construction, Architecture and Housing Utilities Sector of the republic Marat Ayzatullin informed that currently 63 school catering units are under repairs with the amount of work completed reaching 15 per cent.
On May 26, speaking at a briefing in the Cabinet of Ministers of the republic held in a videoconference mode with participation of all municipal regions of Tatarstan and focused on events scheduled for June 1, International Children’s Day, as well as the implementation of the “Summer in Tatarstan” programme, Deputy Prime Minister of the republic Leyla Fazleeva appealed that parents should closely supervise their children during recreational activities near water in order to prevent accidents.
On 18 May ay the CIPR conference in Nizhniy Nogorod the Tatarstan Deputy Prime Minister Roman Shaykhutdinov, the Rector of the Innopolis University Aleksandr Gasnikpov and the Vice-rector of the University Yevgeny Bobrov will take part at round tables session of the conference.
Experts will discuss the role of Tatarstan and Innopolis as one of the key technological centers of the country and how regional innovative platforms help to solve tasks of the whole Russian industry. A special emphasis will be placed on the digital transformation of the oil and gas sector and how large clusters and scientific and technological centers are becoming drivers of industry change.
On 16 May, speaking at a meeting in the Government House of the republic held by the regional Prime Minister Aleksey Pesoshin with participation of the Rais (Head) of Tatarstan Rustam Minnikhanov and all municipalities taking part in it via videoconference, the Minister of Agriculture and Food of the republic Marat Zyabbarov reported that the sowing of spring crops is in full swing in the republic with 1m 38 thousand hectares or 61 per cent of the planned have been sown.
