Questions of state regulation of innovative activity were discussed in RT government.

Session of RT Cabinet Presidium “Normative and legal aspects of increasing of effectiveness of state innovative activity regulation of economy in Tatarstan was held today in RT government.
RT Prime Minister Rustam Minnikhanov held the session. RT Minister of Economy Marat Safiullin reported about the main areas of improvement of state regulation of innovative activity in Tatarstan. According to his words the project of RT law “about innovative activity” takes the central place in legal-creative initiatives directed at formation of normative and legal base of regional model of state regulation of innovative sphere.
At present moment such laws are adopted in 20 RF subjects. The main idea of regulatory initiative is preference to direct methods of state regulation of innovative activity in comparison with indirect. The necessity to realize this approach is connected with difficult situation in innovative sphere of domestic economics.
Realization of the main idea of the bill will be achieved by means of development and realization of republic target innovative program that will be the main instrument of state influence on innovative processes. Priority innovative projects will get guaranteed budget financing. It’ll favour the decreasing of tension in financing of innovative activity.
Marat Safiullin noted that conceptual bases, principles and directions of republic innovative policy for perspective are laid in RT Innovative memorandum for 2008-2010. This document was developed in accordance with the program of social and economic development of Tatarstan for 2005-2010 and republic program of development of RT innovative activity for 2004-2010.
Marat Safiullin underlined that the Regulation of voluntary accreditation of the subjects of innovative infrastructure takes the central place in the process of achievement of the aims. The Regulation sets demands for business-incubators, business-hotels, technoparks, industrial parks and technology towns.
Moreover, RT Ministry of Economy prepared the state report “About the results of innovative activity in 2007”. Rating of municipal districts of Tatarstan concerning the level of innovative activity is done.
On 5 May, speaking at a regular meeting held by the Rais (Head) of Tatarstan Rustam Minnikhanov in the Government House of the republic with participation of the regional Prime Minister Aleksey Pesoshin and all municipalities taking part in it via videoconference, the Minister of Construction, Architecture and Housing Utilities Sector of the republic Marat Ayzatullin informed that currently 63 school catering units are under repairs with the amount of work completed reaching 15 per cent.
On May 26, speaking at a briefing in the Cabinet of Ministers of the republic held in a videoconference mode with participation of all municipal regions of Tatarstan and focused on events scheduled for June 1, International Children’s Day, as well as the implementation of the “Summer in Tatarstan” programme, Deputy Prime Minister of the republic Leyla Fazleeva appealed that parents should closely supervise their children during recreational activities near water in order to prevent accidents.
On 18 May ay the CIPR conference in Nizhniy Nogorod the Tatarstan Deputy Prime Minister Roman Shaykhutdinov, the Rector of the Innopolis University Aleksandr Gasnikpov and the Vice-rector of the University Yevgeny Bobrov will take part at round tables session of the conference.
Experts will discuss the role of Tatarstan and Innopolis as one of the key technological centers of the country and how regional innovative platforms help to solve tasks of the whole Russian industry. A special emphasis will be placed on the digital transformation of the oil and gas sector and how large clusters and scientific and technological centers are becoming drivers of industry change.
On 16 May, speaking at a meeting in the Government House of the republic held by the regional Prime Minister Aleksey Pesoshin with participation of the Rais (Head) of Tatarstan Rustam Minnikhanov and all municipalities taking part in it via videoconference, the Minister of Agriculture and Food of the republic Marat Zyabbarov reported that the sowing of spring crops is in full swing in the republic with 1m 38 thousand hectares or 61 per cent of the planned have been sown.
